Recalls also the strong support consistently given by Parliament to adequate funding for culture and media programmes; welcomes, therefore, the increase for the Creative Europe Programme, including multimedia actions, compared with the 2015 budget, while expressing reservations regarding the administrative division between its Culture and Media strands; also supports the proposed increase for ‘Europe for Citizens’, as this programme is vital to civic participation in the democratic process in Europe; takes the view that the European Citizens’ Initiative (ECI) is a central instrument for participatory democracy in the EU, and calls for its visibility and accessibility to be improved; highlights the positive role of pan-European networks made up of local and national media such as EuranetPlus;

The Creative Europe Programme consists of three strands: the Cross-sectoral Strand addressed to all CCS (15% of the programme budget); the Culture Strand addressed to CCS (30% of the programme budget); and the MEDIA Strand, addressed to the audiovisual sector (55% of the programme budget).

Reminds the Council's of its statement whereby funding for the Horizon 2020 programme must represent a real growth compared to 2013 level; calls therefore for an ambitious allocation of funds to the Horizon 2020 programme and firmly objects to any proposal for 2014 ceilings below the 2013 levels; calls on the Commission to establish a dedicated budget for the SME Instrument, and dedicated budget lines for the Science in Society and Widening Participation Programmes, as well as for the follow-up of Competitiveness and Innovation Framework Programme (CIP) Eco-innovation and Intelligent Energy Europe programmes;

Calls for the 2007 Spring European Council to ensure that the future energy policy of Europe is backed up by an ambitious R D strategy in the field of energy including more adequate public funding and strong incentives for increased private R D funding, fulfilling corporate social responsibility obligations; encourages Member States to set out a strategy for increasing the budget for energy research, especially when there is a mid-term review of the budget for the Seventh Framework Programme for research, technological development and demonstration activities (FP7) and for the Intelligent Energy − Europe Programme; calls for a European strategic energy technology plan and hopes that its content will cover research fields focusing on new energy technologies in the medium and long term, including in particular energy storage;
