On the other hand, other factors demonstrate the economic potential of an enlarged EU: the candidate countries in general have had a higher rate of economic growth than the present Member States and overall will help raise the average level of education in the Union, whereas the people with a poor level of education will continue to be concentrated among other areas in certain regions in southern Europe (Portugal, Spain, Italy and Greece).
Par ailleurs, d'autres éléments montrent le potentiel économique d'une Europe élargie : les pays candidats ont eu, en général, un taux de croissance économique plus élevé que l'Union actuelle et, globalement, ils contribueront à élever le niveau moyen d'éducation dans l'Union, alors que les populations ayant un faible niveau d'éducation seront toujours concentrées, entre autres, dans des régions du sud de l'Europe (Portugal, Espagne, Italie et Grèce).
