The Communication assesses the state of play of the Strategic Partnership with regard to Latin America and the results of the Commission’s strategy for Latin America, as outlined in its 2005 Communication ‘ A stronger partnership between the European Union and Latin America’[2].

In its 2005 Communication ‘ A stronger partnership between the European Union and Latin America’, the Commission sought to strengthen the bi-regional political and policy dialogue in a number of important areas. Its main objectives — which remain the EU’s current strategic policy priorities — are to: promote regional integration and negotiations to establish Association Agreements with sub-regions in Latin America; steer development cooperation towards the reduction of poverty and social inequality and improve educational levels.
Dans la communication intitulée « Un partenariat renforcé entre l ’ Union européenne et l ’ Amérique latine » publiée en 2005, la Commission a cherché à consolider le dialogue politique et stratégique birégional dans plusieurs domaines clés. Ses principaux objectifs – qui demeurent les priorités politiques stratégiques actuelles de l’UE - sont les suivants: encourager l’intégration régionale et les négociations d’accords d’association avec les sous-régions d’Amérique latine, axer la coopération au développement sur la réduction de la pauvreté et des inégalités sociales et améliorer les niveaux d’instruction.

In December 2005 the European Commission decided to give new impulse to the strategic partnership with Latin America by adopting a Communication “A stronger partnership between the European Union and Latin America”.

As highlighted in the 30 September 2009 Commission Communication from the Commission to the European Parliament and the Council entitled ‘The European Union and Latin America: Global Players in Partnership’, the Union's priorities in the field of cooperation towards Latin America are the promotion of regional integration and the eradication of poverty and social inequality in order to promote sustainable economic and social development.
Comme souligné dans la communication de la Commission au Parlement européen et au Conseil du 30 septembre 2009 intitulée «L'Union européenne et l'Amérique latine: un partenariat entre acteurs mondiaux», les priorités de l'Union dans le domaine de la coopération avec l'Amérique latine sont la promotion de l'intégration régionale et l'éradication de la pauvreté et des inégalités sociales afin de favoriser un développement économique et social durable.

Points out that trade policy is an important tool in achieving the objective of a bi-regional strategic partnership between the European Union and Latin America; supports, in this respect, the creation of a Euro-Latin America interregional partnership area based on a WTO-compatible regionalism model;
