STRESSING that under Danish law the courts in Denmark should — when interpreting this Agreement including the provisions of the Regulations and any implementing Community measures forming part of this Agreement — take due account of the rulings contained in the case-law of the Court of Justice of the European Communities and of the courts of the Member States of the European Communities in respect of provisions of the Regulations and any implementing Community measures.

Stressing the "importance of ensuring the cooperation of countries of origin and transit in joint management and in border control as well as on readmission", the European Council reiterated that the Union is prepared to provide technical and financial assistance to ensure that such cooperation brings results in the short and medium term, "in which case the European Community will have to be allocated the appropriate resources, within the limits of the financial perspective".

At its meeting on 20 October 2003, the Council on Employment, Social Policy, Health and Consumer Affairs welcomed the Communication, stressing that any labour market related initiatives should be taken in the framework of the Lisbon Strategy and the European Employment Strategy.

5. Stresses that journalists and the media play a leading role in creating a European public sphere which enables citizens to participate in European integration; stresses the importance of a comprehensive EU strategy for communication in order to bring increased legitimacy to the Union and to strengthen the European citizenship; expresses concern, therefore, at the fact that the Commission has discarded its own pan-European media networks strategy by closing down its initiative of a pan-European TV network; urges the Commission to set up the intended TV network as soon as possible and to come up with a comprehensive strategy for communication in order to bring increased legitimacy to the Union and to strengthen the European public sphere; and strongly asks the Commission to reconsider the actual operation of Parliament's initiative on cross-border investigative journalism so as to safeguard its independent and impartial implementation and to better clarify its position on the future perspectives for the pan-European media networks strategy;

7. Stresses the need to enhance the coordination of Strategic Energy Technologies at various levels and among different partners; also stresses the need to avoid excessive bureaucracy, ensure simplicity and clarity and secure widespread participation of all potential partners when improving coordination, for example through the proposed European Community Steering Group on Strategic Energy Technologies and the proposed European Energy Research Alliance, which should be open to all European research centres regardless of their dimension or resources;
7. souligne la nécessité de renforcer la coordination des technologies énergétiques stratégiques à différents niveaux et entre les différents partenaires; souligne en outre la nécessité d'éviter toute bureaucratie excessive, d'assurer la simplicité et la clarté et de garantir une large participation de tous les partenaires potentiels dans le contexte de l'amélioration de la coordination, par exemple par le groupe proposé de pilotage de la Communauté européenne sur les technologies énergétiques stratégiques, et l'alliance européenne proposée pour la recherche dans le domaine de l'énergie, qui devrait être ouverte à tous les centres de recherche européens, indépendamment de leur taille et de leurs ressources;

79. Calls on the Commission and the Member States to take into account the generational dimension when considering solidarity between the regions of Europe and the major territorial impacts of the differing demographic trends at work within the European Union; stresses that these impacts are important in terms of housing and infrastructure, particularly in urban areas which are likely to experience higher numbers of elderly people and higher concentrations of immigrant communities; stresses also the specific needs, at local level in regions with ageing populations, for investment in local services so as to take account of the needs of elderly people and enable them to lead an independent life for as long as possible; proposes that the allocation of structural funds and the opportunities offered by the European Social Fund in order to make local social capital available for services should take account of those investment needs; calls for these opportunities to be retained after 2013; points out that regions experiencing net outward migration need to take measures to maintain a natural population mix through investments to promote employment, training and access to public services;
79. appelle la Commission et les États membres à considérer la dimension générationnelle dans la solidarité entre les régions d'Europe et à prendre en compte les impacts territoriaux de grande envergure des différentes tendances démographiques à l'œuvre au sein de l'Union; souligne que ces impacts sont importants en matière de logement et d'infrastructures, en particulier dans les zones urbaines qui connaîtront probablement un accroissement et une forte concentration de population migrante; souligne aussi les besoins spécifiques au niveau local dans les régions vieillissantes en matière d'investissement dans les services de proximité afin de tenir compte des besoins des personnes âgées et de leur assurer aussi longtemps que possible l'autonomie et l'indépendance; propose que l'attribution de fonds structurels et les possibilités offertes par le Fonds social européen de mobiliser le capital social local au titre de la prestation prennent en compte ces besoins d'investissement; demande leur maintien après 2013; attire l'attention sur le fait que des mesures doivent être prises par les régions d'émigration en vue de maintenir un équilibre démographique naturel par des investissements en faveur de l'emploi, de la formation et de l'accès aux services publics;

17. Stresses that integration is a matter for society as a whole, and that efforts are needed both from migrants and from indigenous populations in order to achieve genuine social cohesion; particularly emphasises the crucial role of local and regional authorities whose responsibilities for inter alia planning, housing, education and the labour market impact directly on integration and can promote social cohesion, social inclusion and sustainable communities; stresses the importance of supporting such work through the EU Structural Funds and initiatives such as EQUAL and Urban, while also facilitating participation by local and regional authorities in the European debate;

(3) The Communication from the Commission to the European Parliament and the Council on a forestry strategy for the European Union stressed the need to protect the natural environment and the forest heritage, to manage forests sustainably and to support international and pan-European cooperation concerning the protection of forests, making reference to forest monitoring and the promotion of forests as carbon sinks.
(3) La communication de la Commission au Parlement européen et au Conseil sur une stratégie forestière pour l'Union européenne a souligné la nécessité de protéger l'environnement naturel et le patrimoine forestier, d'assurer une gestion durable des forêts et de soutenir la coopération internationale et paneuropéenne dans le domaine de la protection des forêts, en faisant référence à la surveillance des forêts et à la promotion de leur rôle de puits de carbone.
