Whilst the Treaty establishing the European Community recognises the importance of facts and data in relation to health and safety, environment and consumer protection (Articles 95(3) and 174(3) of the TEC) [10], in reality, expert assessments underpin an enormous range of issues. Examples include setting targets for air quality, authorising cosmetic products, establishing automobile safety standards, determining sustainable fish catches, developing strategies to tackle unemployment, and designing European research programmes.
