The Action Plan of the Council and the Commission on how best to implement the provisions of the Treaty of Amsterdam on an area of freedom, security and justice , the Conclusions of the Tampere European Council of 15 and 16 October 1999, the Resolution of the European Parliament of 20 September 2000 on the European Union’s position at the World Conference Against Racism and the current situation in the Union and the Communication from the Commission to the Council and the European Parliament on the biannual update of the Scoreboard to review progress on the creation of an area of ‘freedom, security and justice’ in the European Union (second half of 2000) call for action in this field.

The Council and the Presidency attach great importance to the European Conference against racism “All Different, All Equal” which will be held in Strasbourg between 11 and 13 October 2000, in preparation for the 2001 UN World Conference Against Racism.

- whereas racism and xenophobia are the antithesis of the spirit and practices of European integration, and discrimination based on racial or ethnic origin undermines the objectives of the EC Treaty; whereas the European Union, in developing an area of freedom, security and justice, has a constructive role to play in international relations, and a key responsibility in ensuring a successful outcome to the World Conference Against Racism,

This process has intensified over the last decade and the fight against racism has occupied an ever more important place in the programme of the European Institutions, through numerous resolutions of the European Parliament, as well as the Commission Communication on racism, xenophobia and anti-Semitism (COM(95) 653 final of 13 December 1995) and the European Year Against Racism in 1997.

Building on the achievements of the European Year against Racism (1997) [Resolution of the Council and the representatives of the governments of the Member States, meeting within the Council, of 23 July 1996 - Official Journal C 237 of 15.08.1996] to establish a coherent framework for combating racism at European level and to prepare the ground for future and more ambitious action within the framework of the new Treaty provisions on non-discrimination.
