TRADUCTIONS EN CONTEXTE

1. The aim of this Agreement is to apply the provisions of Council Regulation (EC) No 343/2003 of 18 February 2003 on the criteria and mechanisms for establishing the Member State responsible for examining a request for asylum lodged in Denmark or any other Member State of the European Union (Dublin II Regulation), Council Regulation (EC) No 2725/2000 of 11 December 2000 concerning the establishment of Eurodac for the comparison of fingerprints for the effective application of the Dublin Convention (Eurodac Regulation) and their implementing measures to the relation between the Community and Denmark, in accordance with Article 2(1) and 2(2).

Le présent accord vise à appliquer les dispositions du règlement (CE) no 343/2003 du Conseil, du 18 février 2003, établissant les critères et mécanismes de détermination de l’État membre responsable de l’examen d’une demande d’asile présentée au Danemark ou dans tout autre État membre de l’Union européenne («règlement Dublin II»), du règlement (CE) no 2725/2000 du Conseil, du 11 décembre 2000, concernant la création du système «Eurodac» pour la comparaison des empreintes digitales aux fins de l’application efficace de la convention de Dublin («règlement Eurodac») et de leurs mesures d’application aux rapports entre la Communauté et le Danemark conformément à l’article 2, paragraphes 1 et 2.

The proposal, which is contained in the White Paper, concentrates investment on a few horizontal priorities and a limited number of specific projects, updating the list adopted by the Essen and Dublin European Councils.
Cette proposition, qui figure dans le livre blanc, concentre les investissements sur quelques priorités horizontales et un nombre limité de projets spécifiques constituant une mise à jour de la liste adoptée par les Conseils européens d'Essen et de Dublin.

5. Deplores the fact that the European Council has failed to implement the initiatives proposed by the Commission in its Agenda on Migration of 13 May 2015 by setting up a credible, EU-wide binding mechanism for solidarity which would encompass a compulsory resettlement scheme together with emergency relocations between Member States; considers it essential in the long term, in this context, to proceed to review and then overhaul the Dublin Regulation by way of EU-wide binding, permanent and compulsory relocation coupled with a fair redistribution mechanism; urges the Member States, in the meantime, to make full use of the criteria provided for in the Dublin III Regulation, such as the clauses concerning unaccompanied children and family reunification and the discretionary clauses, thereby ensuring common European standards under existing legislation;
5. regrette que le Conseil européen n'ait pas mis en œuvre les initiatives proposées par la Commission dans son agenda en matière de migration du 13 mai 2015 en instaurant un mécanisme crédible et contraignant de solidarité au niveau de l'UE, qui comprenne un régime obligatoire de réinstallation et des relocalisations d'urgence entre les États membres; estime qu'à long terme, il est essentiel, dans ce contexte, de procéder à la révision et, ensuite, au remaniement du règlement de Dublin au moyen d'un mécanisme de relocalisation contraignant, permanent et obligatoire à l'échelle de l'Union, couplé à un mécanisme de répartition équitable; invite, entre-temps, les États membres à faire pleinement usage des critères prévus dans le règlement Dublin III, notamment les clauses concernant les enfants non accompagnés et le regroupement familial ainsi que les clause discrétionnaires, en garantissant ainsi des normes européennes communes au titre de la législation existante;

6. Deplores the fact that the European Council failed to set up a credible EU-wide binding mechanism for solidarity which would encompass a compulsory resettlement scheme along with emergency relocations between Member States. In this context, it is essential to proceed to revise the Dublin III Regulation and create a fair distribution quota between the Member States, based on GDP, size and population, unemployment rates, the number of refugees already present and, to a certain extent, their personal choices; urges the Member States, in the meantime, to fully use the criteria provided for in the Dublin III Regulation, such as the unaccompanied children, family reunification and discretionary clauses;
6. regrette que le Conseil européen n'ait pas réussi à mettre en place un mécanisme crédible et contraignant de solidarité au niveau de l'UE, qui comprenne un modèle obligatoire de réinstallation et de relocalisation d'urgence entre les États membres; fait observer qu'il est important à cet égard de réviser le règlement Dublin III et de mettre en place un quota équitable de répartition entre les États membres, basé sur le PIB, la superficie et la population, le taux de chômage et le nombre de réfugiés déjà présents sur le territoire ainsi que, dans une certaine mesure, les choix des intéressés; invite, entre-temps, les États membres à appliquer pleinement les critères prévus dans le règlement Dublin III, notamment les clauses concernant les enfants non accompagnés et le regroupement familial ainsi que les clause discrétionnaires;

In order to implement Article 63(1)(a) of the EC Treaty which required the replacement of the Dublin Convention with a Community legal instrument and to respond to the wish expressed by the Tampere European Council's conclusions of October 1999, the Dublin Regulation was adopted in February 2003.
Pour mettre en œuvre l’article 63, point 1, sous a), du traité CE qui exigeait le remplacement de la convention de Dublin par un instrument juridique communautaire et pour répondre au souhait exprimé dans les conclusions du Conseil européen de Tampere d’octobre 1999, le règlement de Dublin a été adopté en février 2003.

Decision No 1692/96/EC of the European Parliament and of the Council laid down Community guidelines for the trans-European transport network, identifying projects of common interest intended to contribute to the development of that network and, in Annex III, identifying the specific projects to which the European Council attached particular importance at its meetings in Essen in 1994 and in Dublin in 1996.
La décision no 1692/96/CE du Parlement européen et du Conseil a établi les orientations communautaires dans le domaine du réseau transeuropéen de transport, en identifiant les projets d'intérêt commun destinés à contribuer au développement de ce réseau et en énumérant dans son annexe III les projets spécifiques auxquels le Conseil européen, lors de ses réunions d'Essen en 1994 et de Dublin en 1996, a attribué une importance particulière.
