3. Takes note of the Commission's Communication of 26 November 2008 to the European Council, entitled "A European Economic Recovery Plan" (COM(2008)0800) and:

– having regard to the Communication from the Commission to the Spring European Council entitled "Time to move up a gear: the new partnership for growth and jobs" (COM(2006)0030),
— vu la communication de la Commission au Conseil européen de printemps intitulée "Passons à la vitesse supérieure - Le nouveau partenariat pour la croissance et l'emploi" (COM(2006)0030),

This is in line with the Commission Communication of 2 February 2005 to the Spring European Council entitled ‘Working together for growth and jobs — a new start for the Lisbon Strategy’, which calls for action to deliver growth and competitiveness and to make Europe a more attractive place in which to invest and work, recalling that entrepreneurial initiative must be stimulated, sufficient risk capital attracted to start up businesses, and a strong European industrial base sustained whilst innovation, notably eco-innovation, the uptake of information and communication technologies (ICT), and the sustainable use of resources should be promoted.
Un tel programme s'inscrit dans la droite ligne de la communication de la Commission du 2 février 2005 au Conseil européen de printemps intitulée «Travaillons ensemble pour la croissance et l'emploi — Un nouvel élan pour la stratégie de Lisbonne», qui préconise la mise en œuvre d'actions destinées à produire de la croissance et de la compétitivité et à faire de l'Europe un lieu plus attrayant pour les investisseurs et les travailleurs. La communication rappelle, en outre, qu'il faut impérativement stimuler l'initiative entrepreneuriale, attirer suffisamment de capital-risque pour la création de nouvelles entreprises et préserver une base industrielle solide en Europe, tout en encourageant l'innovation, et notamment l'éco-innovation, l'adoption des technologies de l'information et de la communication (TIC) et l'utilisation durable des ressources.

The new initiative, entitled ‘i2010: European Information Society’, was announced in the Commission Communication of 2 February 2005 to the Spring European Council, entitled ‘Working together for growth and jobs – A new start for the Lisbon Strategy’, aiming at stimulating the take-up of ICTs.
La nouvelle initiative, intitulée «i2010: société européenne de l'information», a été annoncée dans la communication de la Commission du 2 février 2005 au Conseil européen de printemps. Intitulée «Travaillons ensemble pour la croissance et l'emploi – Un nouvel élan pour la stratégie de Lisbonne», cette communication vise à stimuler l'adoption des TIC.

The actions taken under the programme on benchmarking, good practices and policy coordination shall work to achieve the objectives of the Commission Communication of 2 February 2005 to the Spring European Council, entitled “Working together for growth and jobs – A new start for the Lisbon Strategy”, aiming at stimulating the take-up of ICTs as a continuation of the eEurope agenda and in particular promoting broadband, eGovernment, eBusiness, eHealth and eLearning, and the objectives of the Commission Communication of 1 June 2005, entitled “i2010 – A European Information Society for growth and employment”, promoting an open and competitive digital economy.
Les actions entreprises au titre du programme en matière d'étalonnage des performances, de bonnes pratiques et de coordination stratégiques visent à réaliser les objectifs de la communication de la Commission du 2 février 2005 au Conseil européen de printemps intitulée “Travaillons ensemble pour la croissance et l'emploi – Un nouvel élan pour la stratégie de Lisbonne”, qui consistent à stimuler l'adoption des TIC dans le prolongement du programme eEurope, et notamment à promouvoir la large bande, l'administration en ligne, le commerce électronique, la santé et l'apprentissage en ligne, ainsi que les objectifs de la communication de la Commission du 1er juin 2005 intitulée “i2010 – Une société européenne de l'information pour la croissance et l'emploi” qui visent à promouvoir une économie numérique ouverte et concurrentielle.
