The obligations on the Member States to report on the practical implementation and on the Commission to draw up a report on the basis of the national reports are an important part of the legislative cycle, providing the opportunity to take stock of and evaluate the various aspects of the practical implementation of the Directives; it is therefore appropriate to extend this obligation to those directives that do not require reports, namely: Directive 2000/54/EC of the Parliament and of the European Council of 18 September 2000 on the protection of workers from risks related to exposure to biological agents at work (seventh individual Directive within the meaning of Article 16(1) of Directive 89/391/EEC) , Directive 2004/37/EC of the European Parliament and of the Council of 29 April 2004 on the protection of workers from the risks related to exposure to carcinogens or mutagens at work (sixth individual Directive within the meaning of Article 16(1) of Directive 89/391/EEC) and Council Directive 83/477/EEC of 19 September 1983 on the protection of workers from the risks related to exposure to asbestos at work (second individual Directive within the meaning of Article 8 of Directive 80/1107/EEC)

(EN)The Communication from the Commission to the Council and the European Parliament of 9 June 2004 entitled "The European Union and Iraq - A Framework for Engagement" was endorsed by the European Council on 17 June last. At the same time the European Council endorsed the joint letter from the Secretary General / High Representative for the CFSP and the Commission setting out further areas for engagement.

The surveillance measures and repression carried out by the Greek government in response to the demonstrations bringing together protesters from all over Europe during the Thessaloniki European Council on 20-22 June provoked angry reactions from workers. They were particularly exasperated by the installation of a closed circuit of 26 surveillance cameras in the city for registration and recording purposes; in fact the European Council did not meet in Thessaloniki, since it was moved to Chalkidiki, far from prying eyes and troublesome protests.

The Spring European Council adopted Conclusion 61, in which it is stated that: "The European Council noted the letter from the UK on new approaches to international protection and invited the Commission to explore these ideas further, in particular with UNHCR, and to report through the Council to the European Council meeting in June 2003".

C. The Convention worked from 17 December 1999 until 2 October 2000 under the chairmanship of Roman Herzog, former Federal President of the Federal Republic of Germany. The European Council developed the mandate of the Convention at its meeting in Tampere in October 1999 and reviewed progress at Feira in June 2000. The Convention worked in a very open manner and consulted widely. Notwithstanding the question of the Charter's ultimate status, it decided, famously, to work 'as if' it were drafting a legally binding juridical text and with the express intention of ensuring legal certainty. The Convention precisely fulfilled its mandate from the European Council, which, in turn, unanimously accepted the draft Charter at Biarritz on 13-14 October 2000;

We are dealing with a proposal from the European Commission that dates from August 2000 – in other words, some time ago – that was accepted by the Lisbon European Council, which stressed the importance of achieving a Community patent before the end of 2001; this importance has once again been highlighted at the Barcelona European Council, and the Council was urged to adopt a political position at the Internal Market Council on 21 May.

This Recommendation is mainly aimed at Community nationals who would like to experience living in a Member State other than their country of origin. It must also be noted that the European Council confirmed at its special meeting in Tampere on 15 and 16 October 1999 that the European Union must ensure equal treatment for third country nationals who are legally resident in a Member State, and that a Community policy on integration should aim to offer them rights and obligations comparable to those of EU citizens. Third country nationals who are legally and permanently resident in the Community should also benefit from the provisions of the acquis communautaire relating to freedom of movement and equality of treatment and from the provisions of this Recommendation. Similarly, third country nationals who take part in a Community programme such as Socrates, Leonardo da Vinci or the European Voluntary Service, should benefit from these provisions.
