The European Council makes clear that further steps will have to be considered in the light of the debate on the enlargement strategy, as provided for by the Council conclusions of 12 December 2005; of compliance by the former Yugoslav Republic of Macedonia with the Copenhagen political criteria; of the requirements of the Stabilisation and Association Process and the effective implementation of the Stabilisation and Association Agreement; and of the need for further significant progress to respond to the other issues and criteria for membership included in the Commission's Opinion and implementation of the priorities in the European Partnership, on the basis of specific benchmarks.

It is therefore one of the keys to achieving the political objective laid down by the Lisbon European Council: making Europe "the most competitive and dynamic knowledge-based economy in the world".

In the Statement of the Members of the European Council of 30 January 2012, the Heads of State or Government agreed on strengthening EIB support for infrastructure as an urgent measure and invited the Council, the Commission and the EIB to consider possible options to enhance EIB action to support growth and to make appropriate recommendations, including possibilities for the general budget of the European Union to leverage EIB group financing capacity.

The Commission will: within a streamlined and enhanced set of financial instruments, aim to help a higher number of beneficiary SMEs through strengthened loan guarantee schemes that will support investments, growth, innovation and research; make EU funding programmes more accessible to SMEs by further simplifying procedures; adopt in 2011 an action plan for improving SMEs’ access to finance, including access to venture capital markets, as well as targeted measures aimed at making investors more aware of the opportunities offered by SMEs; consider adopting a new legislative regime to ensure that by 2012 venture capital funds established in any Member State can function and invest freely in the EU; as requested by the European Council, explore options for setting up an intellectual property rights valorisation instrument at the European level, in particular to ease SMEs' access to the knowledge market.

The European Parliament and the Council have emphasised that the removal of legal barriers to the establishment of a genuine internal market is a matter of priority for achieving the goal set by the European Council in Lisbon of 23 and 24 March 2000 of improving employment and social cohesion and achieving sustainable economic growth so as to make the European Union the most competitive and dynamic knowledge-based economy in the world by 2010, with more and better jobs.

Following on from the Conclusions of the European Council, the Resolution adopted at the Research Council on 15 June 2000 calls upon the Member States and the Commission to take the necessary steps to make a start on realising this Area.
