COMBATING FRAUD Following up the conclusions of the Essen European Council, which had asked the Institutions and the Member States to act together to combat fraud, the Council: - examined the Commission's annual report on fraud and its 1995 work programme in this area and adopted a series of conclusions on the matter (See Annex I); - noted the findings from an initial examination, by the Advisory Committee for the Coordination of Fraud Prevention, of the reports submitted by the Member States on the measures they were implementing at national level to combat the waste and misuse of Community funds; on this point it adopted conclusions involving a number of recommendations for continuing the discussions in the second half of 1995, the results of which will have to be submitted to the Madrid European Council in December (see Annex II); - noted that there was an agreement in principle on the whole of the draft joint guideline concerning the Regulation on the protection of the European Communities' financial interests; the Regulation will establish for the first time a common framework for combating the waste and misuse of Community funds in all areas covered by Community policies.

For its part the European Council in Tampere, echoing the Commission communication, had called for minimum standards to be drawn up on the protection of the victims of crime, in particular on crime victims access to justice and on their rights to compensation for damages, including legal costs, as well as the establishment of national programmes to finance measures, both public and non-governmental, to assist and protect crime victims.

We call for the European Union to be more explicitly involved and for this Community, which seeks to promote democracy and freedoms, to become not just a forum for debate but a genuine international institution based on a binding agreement laying down, inter alia , clear criteria for accession. These criteria must include the respect for human rights by the ‘good’ States involved in combating terrorism too and the practical recognition of fundamental freedoms, starting with the equality of citizens before the law and the freedom of the press, which are currently being violated extensively even in the different Member States of the Union – a prime example being Berlusconi’s Italy – and they must, in any case, be in line with the Charter of Fundamental Rights which the European Union approved at the Nice European Council.

These are a few remarks, which have had, out of necessity, to be concise and as a result, incomplete in order to adhere to the rules of your Parliament, on the assessment that can be made today of the real achievements in the field of military capabilities, which have already been adopted or are about to be adopted, by the Nice European Council.
