Funding should also be provided for the European Capitals of Culture action and for the administration of the European Heritage Label action, as they contribute to the strengthening of the feeling of belonging to a common cultural area, to the stimulation of intercultural dialogue and mutual understanding and to the enhancement of the value of cultural heritage.

On the one hand, fragmentation results in a culturally diverse and highly independent cultural landscape, providing a voice for the different cultural traditions forming the diversity of our European heritage. On the other hand, fragmentation leads to limited and sub-optimal transnational circulation of cultural and creative works and operators within and outside the Union, to geographical imbalances and - subsequently - to a limited choice for the consumer.

The European Heritage Label could meet its objectives in a more effective way if it was managed as an EU initiative. It must be based on the same criteria and have a very clearly defined monitoring system.

Changing the European Heritage Label into an EU initiative will help make it more credible, visible and prestigious. This, in turn, may translate into economic and social benefits, inter alia , by making the sites awarded the label more attractive to tourists.

(63) The adoption of this Directive will not prevent the Member States from taking into account the various social, societal and cultural implications which are inherent in the advent of the information society; in particular it should not hinder measures which Member States might adopt in conformity with Community law to achieve social, cultural and democratic goals taking into account their linguistic diversity, national and regional specificities as well as their cultural heritage, and to ensure and maintain public access to the widest possible range of information society services; in any case, the development of the information society is to ensure that Community citizens can have access to the cultural European heritage provided in the digital environment.
(63) L'adoption de la présente directive ne saurait empêcher les États membres de prendre en compte les différentes implications sociales, sociétales et culturelles inhérentes à l'avènement de la société de l'information. En particulier, elle ne devrait pas porter atteinte aux mesures destinées à atteindre des objectifs sociaux, culturels et démocratiques que les États membres pourraient adopter, conformément au droit communautaire, en tenant compte de leur diversité linguistique, des spécificités nationales et régionales ainsi que de leurs patrimoines culturels, et à assurer et à maintenir l'accès du public à un éventail le plus large possible de services de la société de l'information. Le développement de la société de l'information doit assurer, en tout état de cause, l'accès des citoyens de la Communauté au patrimoine culturel européen fourni dans un environnement numérique.

(v) support for projects admitted by the appropriate authorities of the participating States and involving the conservation and safeguarding of the cultural heritage of outstanding importance which contributes to development and dissemination of innovative concepts, methods and techniques at a European level and which can be described as "European heritage laboratories".
