Recently, in November 2007, the Bonn Conference of EIFAC (European Inland Fisheries Advisory Commission of the FAO) adopted a list of specific recommendations on a European Cormorant Management Plan.

This Regulation is based on the voluntary alien species rules originating from the International Council for the Exploration of the Sea (ICES) and the European Inland Fisheries Advisory Commission (EIFAC).

The measures contained in this proposal are based on the 'Code of Practice on the Introductions and Transfers of Marine Organisms' drawn up by the International Council for the Exploration of the Sea (ICES), the 'Code of Practice and Manual of Procedures for consideration of introductions and transfers of marine and freshwater organisms' of the European Inland Fisheries Advisory Commission (EIFAC), the Canadian National Code on the Introduction and Transfer of Aquatic Organisms and on existing Community instruments for the protection of biodiversity.
Les mesures figurant dans la présente proposition s'appuient sur le Code de conduite élaboré par le Conseil international pour l'exploration de la mer (CIEM) pour les introductions et les transferts d'organismes marins, ainsi que sur le "Code of Practice and Manual of Procedures for consideration of introductions and transfers of marine and freshwaters organisms" de la Commission européenne consultative pour les pêches dans les eaux intérieures (CECPI) et sur le code national canadien sur l'introduction et le transfert d'organismes aquatiques, ainsi que sur les instruments communautaires en vigueur pour la protection de la biodiversité.

3a. The Commission shall before 1 January 2007 determine, in consultation with the ICES, the European Inland Fisheries Advisory Commission, the Member States and the fishing industry, whether the norm laid down in Article 6(4) is sufficiently measurable and applicable in practice, after which the Commission shall, if necessary, submit a modified or adjusted proposal.
3 bis. A successful policy for European inland fisheries is possible only if a common objective is formulated and at the same time the Member States are given the opportunity to adopt appropriate measures by means of national management plans, taking account of the enormous differences between Member States as regards types of fishery and natural habitat.
La réussite d'une politique de la pêche intérieure ne sera possible qu'en formulant un objectif commun tout en laissant aux États membres la marge de manoeuvre nécessaire pour arrêter des mesures dans le cadre de plans de gestion nationaux, compte étant tenu des différences considérables entre États membres, méthodes de pêche et habitats naturels.
