TRADUCTIONS EN CONTEXTE

The Commission is pressing ahead with implementation of the preparatory action on a "European Migration Observatory", which began in 2002 and provides for inter alia the networking of national focal points for exchanging and following up information relating to the political, economic, demographic and social dimensions of migratory phenomena.
La Commission poursuit la mise en oeuvre de l'action préparatoire « observatoire européen des migrations », amorcée en 2002, et qui prévoit notamment la création d'un réseau de points focaux nationaux pour l'échange et le suivi d'informations couvrant à la fois les dimensions politiques, économiques, démographiques et sociales des phénomènes migratoires.

Based on the results of the preparatory action currently running, the Commission will consider the creation of a European Migration Observatory, in order to reinforce the monitoring and analysis of multidimensional aspects of the migration and asylum phenomena.
Sur la base des résultats de l'action préparatoire qui est en cours, la Commission examinera la possibilité de créer un Observatoire européen des migrations, afin de renforcer le contrôle et l'analyse des aspects multidimensionnels des phénomènes de migration et d'asile.

In addition to the overall amount for the above framework programme, for the FRONTEX Agency, an indicative amount of 285.1 million euro is foreseen for the period 2007-2013, while the implementation of large-scale information systems has been estimated at over 900 million euro; finally, the possible setting-up of an European Migration Observatory as a follow-up to current preparatory actions has also been budgeted for, to an indicative amount of 62.3 million euro for the same period.

Deplores the lack of progress on integration since the Tampere summit in 1999 and considers that the EU must now fulfil its responsibilities in this area; welcomes, in this regard, the setting up of the European fund for the integration of third-country nationals; supports the rapid creation of a European migration observatory in order to accelerate the efforts of the EU and of the Member States in terms of integration;

Given that an appropriate approach to asylum systems requires precise knowledge of their characteristics and scale in the various Member States, requests that the EU should have its own sources of information on migratory flows and hence considers it necessary to strengthen the European Migration Observatory as an instrument for centralising asylum statistics in the EU;

The latter could perform the three main functions of information gathering and dissemination (European Migration Observatory, Early Warning System), co-ordination of administrative co-operation (training, European Border Guard School, co-ordination and planning of operational co-operation) and systems management (SIS, Eurodac, European Visa Identification System), with regard to migration management in general.
