We owe it to our numerous ties with Haiti, ties that are, first and foremost, historic: a former colony, Haiti was the most prosperous of them all; secondly, diplomatic: the Cotonou Agreement makes the island a privileged partner; and, finally, geographical, since Haiti is a neighbour of the European Union thanks to the outermost regions.

Recalling its Conclusions of 18-19 June 2007 and of 18 February 2008, the Council thanks the Commission for its Communication taking stock of the European Neighbourhood Policy (ENP), of 12 May 2010, welcomes the progress made so far and confirms the strategic importance for the European Union of building strong relations with its neighbours based on common values.
Rappelant ses conclusions des 18 et 19 juin 2007 et du 18 février 2008, le Conseil remercie la Commission pour sa communication datée du 12 mai 2010 dans laquelle elle fait le point de la politique européenne de voisinage (PEV); il se félicite des progrès accomplis jusqu'ici et réaffirme que, pour l'Union européenne, l'établissement avec ses voisins de relations fortes, fondées sur des valeurs communes, revêt une importance stratégique.

Thanks to the members of the European Parliament from the new Member States, and their knowledge and experience of these questions, issues connected with Ukraine have been given special attention even in these first few months of Parliament’s work, emphasising the importance of this new European neighbour state as a strategic partner.
Grâce aux députés européens issus des nouveaux États membres, grâce à leur connaissance et à leur expérience de ces questions, la situation de l’Ukraine a fait l’objet d’une attention particulière même en ce tout début de législature du Parlement, soulignant ainsi toute l’importance de ce nouveau voisin européen en tant que partenaire stratégique.

It is a question of guaranteeing a European label for the Olefin transport networks, thereby enabling them to lay claim to loans from the European Investment Bank, of adapting the guidelines to the shape of a European Union composed of 25 Member States, of authorising the funding of projects of common interest, of enabling an internal market in gas and electricity to be created and, above all, of ensuring the security of supply, thanks to interconnections between Member States and neighbouring countries: countries in South-East Europe, Mediterranean countries, Ukraine and Belarus.

Calls for short sea shipping to be promoted more strongly as a credible, sustainable and safe link in the European transport system which is well integrated in the transport chain thanks, for example, to inland waterway transport and rail links, in order to reduce congestion; calls for the modal shift from road transport to short sea shipping to be encouraged and for links to be improved with outlying and island areas and states dependent on maritime transport and between regions separated by natural barriers, whilst strengthening cohesion within the European Union and between the Union and its neighbours;

2. The European Union warmly appreciates the alignment of partners with the EU sanctions regime against the Federal Republic of Yugoslavia (FRY) and thanks the neighbouring countries for their willingness to bear the responsibility in spite of the negative consequences for themselves.

The Community has established much closer relations with its Central and Eastern European neighbours thanks to the signature of "Europe agreements" with Poland, Hungary and Czechoslovakia and to the negotiations under way or planned for improved cooperation with Bulgaria, Romania, Albania and the Baltic States.
