The European Ombudsman wants the decisions of the European Union institutions to be accessible to citizens, because citizens must have an opportunity to obtain desired information, so that they can trust the institutions’ ability to defend their rights as regards discrimination, abuse of power by institutions, failure to reply promptly to enquiries and refusal of information.

There were two other provisions proposed by the Commission: the first concerned the dissolution of the common organisational structure at the Economic and Social Committee and the Committee of the Regions (original Commission proposal), and the second concerned the Ombudsman (revised Commission proposal); these will be incorporated in a new draft Regulation, in which the European Parliament also wants to include provisions on the Community's decentralised agencies.
