The European Pact on Immigration and Asylum endorsed by the European Council of 15-16 October 2008 called for the completion of the establishment of a Common European Asylum System by creating a single procedure comprising common guarantees and a uniform status for refugees and for persons eligible for subsidiary protection.
Le pacte européen sur l'immigration et l'asile approuvé par le Conseil européen des 15 et 16 octobre 2008 a appelé à achever la mise en place du régime d'asile européen commun, par la création d'une procédure unique prévoyant des garanties communes et un statut uniforme pour les réfugiés et les personnes pouvant bénéficier de la protection subsidiaire.

The European Pact on Immigration and Asylum [7] stated that, among the new initiatives to be taken to complete the establishment of a Common European Asylum System, cooperation with the UNHCR should be strengthened to ensure better protection for people outside the territory of the EU who request protection, in particular by "moving, on a voluntary basis, towards the resettlement within the European Union of people placed under the protection of the Office of the United Nations High Commissioner for Refugees".

In the European Pact on Immigration and Asylum, adopted on 16 October 2008, the European Council noted that considerable disparities remained between one Member State and another concerning the grant of protection and called for new initiatives, including a proposal for establishing a single asylum procedure comprising common guarantees, to complete the establishment of a Common European Asylum System, provided for in The Hague Programme.

I think we all agree – I was listening to you carefully, because you were talking about the further need to improve EU action in the area of migration and asylum policy – that a lot was done last year and I think we are all grateful to the French Presidency for taking the initiative in promoting the European Pact on Immigration and Asylum, which specifically mentions some instruments of solidarity. Now is the time to gradually implement that step by step.
Je pense que nous accordons tous à reconnaître - je vous ai écoutés attentivement, parce que vous avez abordé la nécessité d’améliorer l’action de l’UE dans le domaine de l’immigration et de l’asile -, que bien des progrès ont été réalisés l’année dernière. Je pense aussi que nous sommes tous reconnaissants à la présidence française pour avoir pris l’initiative de promouvoir le pacte européen sur l’immigration et l’asile, qui fait spécifiquement mention de certains instruments de solidarité.
