(7) This Regulation should therefore complement the existing Union regulatory framework (Directive 2002/19/EC of the European Parliament and of the Council[14], Directive 2002/20/EC of the European Parliament and of the Council[15], Directive 2002/21/EC of the European Parliament and of the Council[16], Directive 2002/22/EC of the European Parliament and of the Council[17], Directive 2002/58/EC of the European Parliament and of the Council[18], Commission Directive 2002/77/EC[19], as well as Regulation (EC) No 1211/2009 of the European Parliament and of the Council[20], Regulation (EU) No 531/2012 of the European Parliament and of the Council[21] and Decision No 243/2012/EU of the European Parliament[22]) and the applicable national legislations adopted in conformity with Union law, by establishing specific rights and obligations for both electronic communications providers and end-users, by making consequential amendments to the existing Directives and to Regulation (EU) No 531/2012 in order to secure greater convergence as well as some substantive changes consistent with a more competitive Single Market.

In line with the Commission Communication of 29 June 2011 entitled 'A budget for Europe 2020', which recommends rationalising and simplifying the Union's funding instruments and sharpening their focus both on Union added value and on impacts and results, this Regulation establishes a European Union Programme for Employment and Social Innovation ('the Programme') to provide for the continuation and development of activities carried out on the basis of Decision No 1672/2006/EC of the European Parliament and of the Council , Regulation (EU) No 492/2011 of the European Parliament and of the Council , Commission Implementing Decision 2012/733/EU and Decision No 283/2010/EU of the European Parliament and of the Council that established a European Progress Microfinance Facility for employment and social inclusion ('the Facility').
Conformément à la communication de la Commission du 29 juin 2011 intitulée "Un budget pour la stratégie Europe 2020" qui recommande de rationaliser et de simplifier les instruments de financement de l'Union et d'accorder davantage d'attention à la valeur ajoutée de l'Union ainsi qu'aux incidences et aux résultats, le présent règlement établit un programme de l'Union européenne pour l'emploi et l'innovation sociale (ci-après dénommé "programme") pour assurer la poursuite et le développement des activités menées sur la base de la décision no 1672/2006/CE du Parlement européen et du Conseil , du règlement (UE) no 492/2011 du Parlement européen et du Conseil , de la décision d'exécution de la Commission 2012/733/UE , ainsi que de la décision no 283/2010/UE du Parlement européen et du Conseil qui a institué un instrument européen de microfinancement Progress en faveur de l'emploi et de l'inclusion sociale (ci-après dénommé "instrument").

21. Calls on the OSCE, with particular regard to election observation, which should be reinforced and accepted as a sign of confidence in each OSCE Member State, to reaffirm and preserve the independence of the ODIHR and further strengthen its role and capacity as the leading OSCE institution responsible for election observation, with which the European Parliament has developed strong and efficient cooperation in this field; calls for the strengthening of this cooperation and coordination between the OSCE/ODIHR and the European Parliament both in preparation for, during and after international election observation missions in OSCE countries;
21. invite l'OSCE, en particulier au regard de l'observation des élections, à réaffirmer et à préserver l'indépendance du BIDDH et à renforcer son rôle et sa capacité en tant qu'institution de l'OSCE responsable au premier plan de l'observation des élections, avec laquelle il a développé une coopération forte et efficace en ce domaine; demande à renforcer cette coopération et cette coordination entre le BIDDH de l'OSCE et lui-même, tant au niveau de la préparation que du déroulement et du suivi des missions d'observations électorales internationales dans les pays de l'OSCE;

Counterparties should be considered to be included in the same consolidation at least where they are both included in a consolidation in accordance with Council Directive 83/349/EEC or International Financial Reporting Standards (IFRS) adopted pursuant to Regulation (EC) No 1606/2002 of the European Parliament and of the Council or, in relation to a group the parent undertaking of which has its head office in a third country, in accordance with generally accepted accounting principles of a third country determined to be equivalent to IFRS in accordance with Commission Regulation (EC) No 1569/2007 (or accounting standards of a third country the use of which is permitted in accordance with Article 4 of Regulation (EC) No 1569/2007), or where they are both covered by the same consolidated supervision in accordance with Directive 2006/48/EC or with Directive 2006/49/EC of the European Parliament and of the Council or, in relation to a group the parent undertaking of which has its head office in a third country, the same consolidated supervision by a third country competent authority verified as equivalent to that governed by the principles laid down in Article 143 of Directive 2006/48/EC or in Article 2 of Directive 2006/49/EC.
