As regards the scope of the possible horizontal framework on collective redress, the European Parliament finds that EU action would deliver most benefit in cross-border cases and in cases involving infringements of EU law.
Pour ce qui est du champ d’application de l’éventuel cadre horizontal sur les recours collectifs, le Parlement européen constate qu’une action de l’Union apporterait le plus d’avantages dans les affaires transfrontières et dans celles portant sur des violations du droit de l’Union.

4a. If the European Parliament finds that the condition of respect of the values on which the European Union is founded referred to in Article 2 of the Treaty on European Union is no longer satisfied by a European political party, that European political party, together with its affiliated European political foundation, shall be removed from the Registry.
4 bis. Si le Parlement européen estime que la condition relative au respect des valeurs sur lesquelles se fonde l'Union européenne, énoncées à l'article 2 du Traité sur l'Union européenne, n'est plus respectée par un parti politique européen, ce parti politique européen, ainsi que sa fondation politique européenne affiliée, sont radiés du registre.

1. If the European Parliament finds, in accordance with Article 7(2), that a European political party or a European political foundation has failed to respect the values on which the Union is founded or has been the subject of a judgement which has the force of res judicata for illegal activities detrimental to the financial interests of the Union as defined in Article [93(1)(e)] of the Financial Regulation, or that a European political party has failed to respect the minimum rules on internal democracy required by Article 4(2), the European political party or the European political foundation in question may be removed from the Registry, forfeit its status in accordance with Article 11, and have any ongoing decision on Union funding received under this Regulation withdrawn or any ongoing agreement on such funding terminated and any Union funding recovered, including any unspent Union funds from previous years.

The Commission should evaluate, within a reasonable time, the functioning of the latter decisions and report any relevant findings to the Committee within the meaning of Regulation (EU) No 182/2011 of the European Parliament and of the Council as established under this Regulation, to the European Parliament and to the Council.
La Commission devrait évaluer le fonctionnement desdites décisions dans un délai raisonnable et communiquer toute conclusion pertinente au comité au sens du règlement (UE) no 182/2011 du Parlement européen et du Conseil établi en vertu du présent règlement, au Parlement européen et au Conseil.

2. Each year the Executive Director shall send all information relevant to the findings of any evaluation procedures to the European Parliament and to the Council and shall also notify the Court of Auditors of any such findings.

6. Combined with the previous point, the European Parliament finds it very important that people confronted with poverty and social inclusion, are really involved in the discussions on an EU and national level with regard to the content of and implementation of the plans for the European Year.
Afin de garantir le succès de l'année européenne, les pouvoirs publics et les collectivités régionales et locales doivent travailler ensemble et tous les acteurs concernés devront être impliqués lorsque les États membres commenceront à discuter du contenu national de l'année européenne.

3. If the European Parliament finds that any of the conditions referred to in Article 3(a), (b) and (c) is no longer satisfied, the relevant political party at European level, which has for this reason forfeited this status, shall be excluded from funding under this Regulation.
3. Si le Parlement européen constate que l'une des conditions visées à l'article 3, points a), b) et c), n'est plus remplie, le parti politique au niveau européen en cause, ayant perdu de ce fait cette qualité, est exclu du financement au titre du présent règlement.

The following parameters were taken into account: importance for the budgetary authority and other institutions (in particular the European Parliament, the Council and the European Court of Auditors), the European Court of Auditors' audit findings and recommendations, the findings of the Commission inspection and the action taken on its observations, sensitivity/importance for the Member States and possible interest shown by the media, presumed impact on own resources, number of cases of fraud or irregularities detected, time elapsed since last Commission inspection and specific information from other sources.
Il est tenu compte notamment des indicateurs suivants : intérêt de l'Autorité budgétaire et des autres institutions (principalement Parlement européen, Conseil et Cour des Comptes européenne), résultats de contrôle de la Cour des Comptes européenne et recommandations formulées par cette institution, résultats de contrôle de la Commission et suivi réservé à ses observations, sensibilité/intérêt de la part des Etats membres et, éventuellement, intérêt manifesté par les médias, impact présumé en termes de ressources propres, nombre de cas de fraude ou irrégularité détectés, temps écoulé depuis le dernier contrôle de la Commission, informations ponctuelles venant d'autres sources.
