As each nation within the European Union surrendered sovereignty in order to create a trade bloc within Europe, they adopted the following features: a supranational, democratically elected, European Parliament; an acceptance that every country within the trading bloc would have to meet the highest environmental standards in operation within that trading bloc—in other words, every country, including Spain, had to raise itself to the standards under which German industries operated; and last, in order to help Spain and other poorer countries within the European Union do this, a transfer of resources from north to south.

(5) The Union's humanitarian aid is delivered in situations where other instruments related to development cooperation, crisis management and civil protection may operate. The EU Aid Volunteers initiative should work in a coherent and complementary manner and avoid overlaps with relevant Union policies and instruments, in particular with the Union's humanitarian aid policy , development cooperation policy and the Union Civil Protection Mechanism established by Decision No 1313/2013/EU of the European Parliament and of the Council , the Emergency Response Coordination Centre established by that Decision and with the European External Action Service (EEAS) and the EU Delegations in order to coordinate the Union's response to humanitarian crises in third countries.

(-1) In its resolution of 8 June 2011 on "Investing in the future: a new Multiannual Financial Framework (MFF) for a competitive, sustainable and inclusive Europe", the European Parliament stressed "the European added-value of cohesion policy, as this policy constitutes a well-established mechanism of delivering growth and jobs, a major tool for convergence, sustainable development and solidarity and one of the Union's most significant, visible, and successful policies for decades. The European Parliament pointed out, however, that a modern cohesion policy must undertake a number of structural reforms, in particular in the field of simplification, respond to the main challenges facing the Union, and promote synergies with other policies and instruments on the ground. The European Parliament expressed its conviction that Union cohesion policy should remain a Union wide policy giving access to resources, experiences and assistance to all Union regions.

This solution, among other things, reflects the point n. 34. of the Report of the European Parliament of 25 November 2011 on modernisation of customs (2011/2083(INI)), that “Calls on the Commission to include in the MCC more rigorous requirements for the provision of the EU’s customs representation services, helping to increase the level of professionalism and ownership on the part of these intermediaries and laying down clear rules to guide relations between customs agents and forwarding undertakings, so as to change the role of the agents to that of consolidators for small and medium-sized importers that do not have the capacity to implement customs compliance programmes similar to those of European AEOs”.

In reaction to the BSE epidemic in the EU, Regulation (EC) No 999/2001 of the European Parliament and of the Council of 22 May 2001 laying down rules for the prevention, control and eradication of certain transmissible spongiform encephalopathies (TSEs) was adopted (this is known as "the TSE Regulation") and established for the first time in a uniform legal basis for the control and prevention of TSEs and BSE. The Regulation consolidated all previous EU legislation governing TSEs. It has been amended several times since its introduction and several additional measures have been amended or introduced to further eradicate, control and monitor the spread of TSEs. In addition, other measures contribute to a comprehensive safety and surveillance regime governing TSEs. An important instrument among others is the food and feed controls Regulation (EC) No 882/2004 of the European Parliament and of the Council of 29 April 2004 on official controls performed to ensure the verification of compliance with feed and food law, animal health and animal welfare rules.
