In its Communication of 29 June 2011 entitled 'A Budget for Europe 2020', the Commission proposed to address with a single common strategic framework for research and innovation the areas covered by the Seventh Framework Programme of the European Community for research, technological development and demonstration activities (2007-2013) ('the Seventh Framework Programme') adopted by Decision No 1982/2006/EC of the European Parliament and of the Council , and the innovation part of the Competitiveness and Innovation Framework Programme (2007 to 2013) established by Decision No 1639/2006/EC of the European Parliament and of the Council , as well as the European Institute of Innovation and Technology (the 'EIT') established by Regulation (EC) No 294/2008 of the European Parliament and of the Council , in order to contribute to attaining the Europe 2020 strategy target of raising spending on research and development to 3 % of GDP by 2020.

5. The delegated acts adopted pursuant to Article 11(2), Article 15(4) and Article 18(4) shall enter into force only if no objection has been expressed by either the European Parliament or the Council within a period of two months of notification of that act to the European Parliament and the Council or if, before the expiry of that period, the European Parliament and the Council have both informed the Commission that they do not intend to raise any objections.
5. Un acte délégué adopté en vertu de l'article 11, paragraphe 2, de l'article 15, paragraphe 4, et de l'article 18, paragraphe 4, n'entre en vigueur que si le Parlement européen ou le Conseil n'a pas exprimé d'objections dans un délai de deux mois à compter de la notification de cet acte au Parlement européen et au Conseil ou si, avant l'expiration de ce délai, le Parlement européen et le Conseil ont tous deux informé la Commission de leur intention de ne pas exprimer d'objections.
