The Commission regrets the fact that compared to the original proposal presented by the Commission, the agreed text on the new ERA Regulation deviates from the key provisions agreed under the Common Approach on EU decentralised agencies, by the European Parliament, the Council and the Commission in 2012.
La Commission regrette qu'en comparaison avec sa proposition originale, le texte approuvé sur le nouveau règlement relatif à l'ERA s'écarte des dispositions essentielles convenues par le Parlement européen, le Conseil et elle-même en 2012 dans le cadre de l’approche commune concernant les agences décentralisées de l’UE.

Welcomes the Joint Communication on capacity-building and joins the Council in calling for its urgent implementation; points to the EU’s potential, particularly through its comprehensive approach covering civilian and military means, to help strengthen security in fragile and conflict-affected countries and to address the needs of our partners, in particular for military recipients, while reiterating that security is a precondition for development and democracy; regrets that neither the European Commission nor the Council shared with the European Parliament their assessment of the legal options in support of capacity building; calls on both institutions to inform the European Parliament on this in due time; calls on the European Commission to suggest a legal base in line with the original European objectives of 2013 outlined in the initiative on ‘Enable and Enhance’.
se félicite de la communication conjointe sur le renforcement des capacités et se joint au Conseil pour réclamer sa mise en œuvre de toute urgence; souligne que l'Union européenne, en particulier par son approche globale comprenant des moyens civils et militaires, peut contribuer au renforcement de la sécurité dans les pays fragiles et frappés par des conflits et répondre aux besoins de nos partenaires, notamment pour ce qui est de l'appui militaire, en rappelant que la sécurité est une condition préalable au développement et à la démocratie; regrette que ni la Commission ni le Conseil n'aient communiqué au Parlement leur évaluation des possibilités juridiques en matière de renforcement des capacités; invite les deux institutions à informer le Parlement en temps utile sur cette question; demande à la Commission de proposer une base juridique conforme aux objectifs européens initiaux de 2013 énoncés dans l'initiative «Enable and Enhance».

Regrets the European Council’s conclusions on the MFF – which disregard the European Parliament resolutions of 23 October 2012 and of 13 March 2013 – and deeply rejects the secretive, undemocratic procedure which lead to the statements of the President of the European Parliament, on the 27 June, without prior consultation with all political groups in the European Parliament; regrets the European Council disregard for the Parliament’s role and competences as set out in the Treaty of Lisbon;
1. déplore les conclusions du Conseil européen sur le cadre financier pluriannuel (CFP), dans lesquelles il est fait fi de ses résolutions du 23 octobre 2012 et du 13 mars 2013, et rejette catégoriquement la procédure secrète et contraire aux principes de la démocratie qui a débouché sur les déclarations effectuées le 27 juin 2013 par le Président du Parlement européen, sans que l'ensemble des groupes politiques du Parlement ait été consulté au préalable; déplore le mépris affiché par le Conseil européen pour le rôle et les compétences du Parlement tels que définis dans le traité de Lisbonne;

‘The European Parliament regrets that the Council was not prepared to accept the mandatory publication of correlation tables in the context of the proposal amending Directive 1999/62/EC.

Regrets the unambitious nature of the target (a minimum 27 % improvement in energy efficiency by 2030) adopted by the European Council in 2014, which is mainly justified by an extremely unrealistic high discount rate contained in a previous impact assessment; recalls that this discount rate (17,5 %) is excessively high; calls on the Commission to move to comprehensive cost-benefit analysis taking into account the multiple benefits of energy efficiency, and to a social discount rate, in line with its own Better Regulation guidelines; asks the Commission and the Member States to review the 27 % energy efficiency target for 2030 in the light of the Paris climate change agreement, with a view to achieving the goal of limiting the increase in global warming to well below 2 oC, and to pursue efforts to limit that increase to 1,5 oC in line with the energy efficiency target adopted by Parliament; asks the Commission to set a binding energy efficiency target of 40 % for 2030 which will reflect the level of cost-effective energy efficiency potential.
regrette le manque d'ambition de l'objectif (visant à améliorer l'efficacité énergétique de 27 % au minimum d'ici à 2030) adopté par le Conseil européen en 2014, qui se justifie principalement par un taux d'actualisation extrêmement haut et irréaliste figurant dans une analyse d'impact précédente; rappelle que ce taux d'actualisation de 17,5 % est extrêmement élevé; demande à la Commission de passer à une analyse exhaustive des coûts et des avantages, en tenant compte des multiples avantages de l'efficacité énergétique, et à un taux d'actualisation social, conformément aux lignes directrices pour une meilleure réglementation qu'elle a elle-même élaborées; invite la Commission et les États membres à revoir l’objectif de 27 % d’efficacité énergétique pour 2030, compte tenu de l’accord de Paris sur le changement climatique, en vue d’atteindre l’objectif consistant à limiter la hausse du réchauffement mondial à un niveau nettement inférieur au seuil de 2 oC, et de poursuivre les efforts visant à limiter cette augmentation à 1,5 oC, conformément à l’objectif d’efficacité énergétique adopté par le Parlement; demande à la Commission de fixer un objectif d’efficacité énergétique contraignant de 40 % pour 2030, qui corresponde au niveau du potentiel d'efficacité énergétique rentable.

welcomes the extension of the thematic objectives and investment priorities as stated in the European Parliament's texts for mandate concerning the ERDF and ETC draft regulations, as well as in the compromises adopted by the Council Presidency on the "thematic concentration" bloc; would underline, nevertheless, the importance of continuing to give special attention to themes relating to developing cultural heritage and tourism; regrets, however, that the EMPL committee report on the ESF does not propose any reduction in the concentration percentages proposed by the European Commission, contrary to the suggestion of the CoR;
se félicite de l'extension des objectifs thématiques et des priorités d'investissement telle qu'elle ressort des textes du Parlement européen sur le mandat concernant les projets de règlement sur le FEDER et la CTE, de même que des compromis adoptés par la présidence du Conseil concernant le bloc sur la "concentration thématique"; n'en souligne pas moins qu'il importe de continuer à porter la plus grande attention aux thématiques liées à la valorisation du patrimoine culturel et du tourisme; regrette toutefois que le rapport de la commission EMPL sur le FSE ne propose aucune réduction des pourcentages de concentration proposés par la Commission européenne, contrairement à ce qu'avait suggéré le CdR;

The Commission regrets the lack of support for the provision included in the proposal for a Directive of the European Parliament and of the Council amending Directive 1999/62/EC on the charging of heavy goods vehicles for the use of certain infrastructures (Eurovignette), which aimed at rendering the establishment of correlation tables obligatory.
La Commission regrette le manque de soutien envers la disposition incluse dans sa proposition de directive du Parlement européen et du Conseil modifiant la directive 1999/62/CE relative à la taxation des poids lourds pour l'utilisation de certaines infrastructures (directive “Eurovignette”), qui avait pour but de rendre obligatoire l'établissement des tableaux de correspondance.

Regrets that the Council and Commission have not followed up any of the recommendations contained in the European Parliament’s 2007 report on the alleged use of European countries by the CIA for the transportation and illegal detention of prisoners (3) nor shared with the European Parliament information on EU-US discussions on this topic;

Regrets the unnecessary complexity of the arrangements laid down in Article 28 of the EU Treaty with regard to the rapid financing of ESDP activities outside the EU budget; insists that the Interinstitutional Agreement of 17 May 2006 between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management (7), and the structured dialogue between the Council and Parliament envisaged therein, be fully implemented; in the longer term, calls for the Athena mechanism to be transferred to the CFSP budget while retaining its flexibility;
regrette la complexité inutile du dispositif prévu à l’article 28 du traité UE concernant le financement d’urgence d’activités au titre de la PESD qui ne sont pas à la charge du budget de l’Union; insiste pour que l’accord interinstitutionnel du 17 mai 2006 entre le Parlement européen, le Conseil et la Commission sur la discipline budgétaire et la bonne gestion financière (7) ainsi que le dialogue structuré entre le Conseil et le Parlement envisagé dans cet accord soient pleinement mis en œuvre; demande, à plus long terme, le transfert du mécanisme Athena au budget de la PESC, tout en préservant sa souplesse;

The European Parliament regrets all the more the breakdown in the peace process negotiations and the recent resumption of hostilities and calls on the parties concerned to resume their search for a democratic and negotiated settlement for peace in Colombia.
Le Parlement européen déplore vivement la rupture des négociations de paix ainsi que la reprise récente des hostilités, et insiste une nouvelle fois auprès des parties concernées pour qu’elles parviennent à un règlement démocratique, négocié et pacifique du conflit colombien.
