The Authority shall act within the powers conferred by this Regulation and within the scope of, Directive 2002/87/EC, Directive 2009/110/EC, Regulation (EU) No 575/2013 of the European Parliament and of the Council , Directive 2013/36/EU of the European Parliament and of the Council , Directive 2014/49/EU of the European Parliament and of the Council , Regulation (EU) 2015/847 of the European Parliament and the Council , Directive (EU) 2015/2366 of the European Parliament and of the Council and, to the extent that those acts apply to credit and financial institutions and the competent authorities that supervise them, within the relevant parts of Directive 2002/65/EC and Directive (EU)2015/849 of the European Parliament and of the Council , including all directives, regulations, and decisions based on those acts, and of any further legally binding Union act which confers tasks on the Authority.

As for the second question concerning the European Parliament, as I said in my speech, we need to find a clearer role for the European Parliament within the open coordination method and we have again discussed how we might strengthen Parliament’s role in the open coordination method within the framework of the Convention with the relevant committee.
Quant à la seconde question portant sur le Parlement, j'ai dit lors de mon discours que c'était par la méthode ouverte de coordination que nous devrions trouver un rôle plus clair pour le Parlement européen. Une discussion a déjà eu lieu avec la commission compétente pour trouver le moyen, dans le cadre de la Convention, de renforcer le rôle du Parlement par la méthode ouverte de coordination.

4. Is of the opinion that the start-up costs of EUR 14 million for 2002, as well as the larger part of 20 million out of the EUR 38 million yearly running costs for 2003 - 2005, should be financed through the CFSP budget on condition that there is proper consultation of the European Parliament within the framework of the budgetary procedure; this also includes an agreement between the two arms of the budgetary authority on a general flexibility instrument within the EU budget for financing civilian crisis management operations;
