Three legislative proposals are proposed by the Commission for the improvement and simplification of the existing legislative framework: the directive on Interoperability of the Community rail system, which merges the two existing interoperability directives (Dir. 96/48/EC on high speed and Dir. 2001/16/EC on conventional rail system) into one, the directive amending the existing Directive 2004/49/EC on safety on the Community's railways and the regulation amending Regulation 881/2004/EC establishing the European Railway Agency.
