On September 25, 2013, the DRC expressed concerns about the integrity of the inter-country adoption system and was putting a hold on moving forward on international adoptions while it conducted a review of the process.

Calls on the competent committee to explore the way in which international adoption is implemented as between Member States at European level, in accordance with the international conventions, notably the Convention on the Protection of Children and Cooperation in Respect of Inter-Country Adoption , with the view to improving assistance in information services, preparation for inter-country adoption, processing of application procedures for international adoption, and post-adoption services, bearing in mind that all international conventions relating to the protection of the rights of the child recognises the right of orphaned or abandoned children to have a family;

Calls on exploring the possibility of coordinating at European level the politics and strategies related to the instrument of the international adoption, in accordance with the UN Convention on the Rights of the Child, the Hague Convention on inter-country adoption and other international standards, to improve assistance in information services, preparation for inter-country adoption, processing of application procedures for international adoption, and post-adoption services, bearing in mind that all international conventions relating to the protection of the rights of the child recognizes the right of orphaned or abandoned children to have a family and be protected;
1. demande que soit examinée la possibilité de coordonner au niveau européen les politiques et stratégies liées à l'instrument que constitue l'adoption internationale, conformément à la convention des Nations unies relative aux droits de l'enfant, à la convention de La Haye sur l'adoption internationale et aux autres normes internationales, en vue d'améliorer l'assistance dans les services d'information, la préparation des adoptions internationales, les procédures de traitement des dossiers de demande d'adoption internationale et les services post-adoption, en tenant compte du fait que toutes les conventions internationales relatives à la protection des droits de l'enfant reconnaissent aux enfants abandonnés ou orphelins le droit d'avoir une famille et d'être protégés;

11. Calls upon the Member States to put into action the principles regarding inter-country adoption which are contained in the Convention on the Rights of the Child; these include ensuring that adoption is authorised only by competent authorities, that inter-country adoption enjoys the same safeguards and standards which apply in national adoptions, and that inter-country adoption does not result in improper financial gain for those involved in it;
11. invite les États membres à mettre en œuvre les principes relatifs à l'adoption internationale établis par la convention des droits de l'enfant, lesquels prévoient notamment que l'adoption ne soit autorisée que par des autorités compétentes, que les adoptions internationales bénéficient des mêmes garanties et normes que les adoptions nationales et que l'adoption internationale ne soit pas à l'origine de bénéfices financiers indus pour les parties prenantes;

C. whereas there are conventions in force which deal with child protection and parental responsibilities, in particular the 1967 European Convention on the Adoption of Children, which seeks to approximate the laws of the Member States in cases where adoption involves moving the child from one country to another, and the 1993 Convention on the Protection of Children and Cooperation in Respect of Inter-Country Adoption (the Hague Convention),

International or inter-country adoptions are probably the most complicated adoptions, as there are many layers involved—provincial/territorial adoption laws, federal immigration laws and the laws of the child's country of origin.
