The quality of European statistics could be strengthened and the confidence of users reinforced, by involving national governments in the responsibility of applying the European Statistics Code of Practice (the Code of Practice).

The need to establish Europe-wide standards on the independence, integrity and accountability of the national and Community statistical authorities led the Statistical Programme Committee established by Council Decision 89/382/EEC, Euratom , unanimously to endorse, at its meeting on 24 February 2005, the European Statistics Code of Practice (hereinafter referred to as the Code of Practice) as presented in the Recommendation of the Commission of 25 May 2005 on the independence, integrity and accountability of the national and Community statistical authorities.
