As regards energy policy – and this is a topic to which I should like to return, since it is at the heart of your report on the European Council – it is indeed the case that we need a single European strategy for it, and the first thing to be noted when we consider one is that the Member States decide their energy policy for themselves. However, there has never been a co-ordinated European strategy to improve and promote a better public recognition of careers in RD. A good way to overcome this gap, to take the message down to the general public would be to organise a "European Year of Researchers" which would place new emphasis on the human factor and would therefore be a core element in such a strategy [32].

In any case, sustainability issues will have to be tackled within the framework of a more general European strategy for sustainable development, which will be one of the main focuses of the Gothenburg Summit in June.
