TRADUCTIONS EN CONTEXTE

strongly supports the Commission's proposal to increase the allocation to European territorial cooperation (ETC) to EUR 11.8 billion, instead of 8.7 billion under the current programming period; recalls the added value of ETC towards European integration and territorial cohesion, thanks to the minimisation of the negative effects of borders, the improvement in policy efficiency, the improvement of quality of life, the reinforcement of capacity building as well as the promotion of trust and mutual understanding; therefore regrets the 3 billion cut proposed in the draft European Council conclusions of 22 November, as well as the reintroduction of the 150 km requirement for cross-border cooperation, in the case of maritime borders; however, welcomes the fact that the Council draft conclusions align with the CoR's call and EP position on the need to increase the co-financing rate to 85 % for ETC programmes;
appuie fermement la proposition de la Commission de porter la dotation de la coopération territoriale européenne (CTE) à 11,8 milliards d'euros au lieu des 8,7 milliards prévus dans l'actuelle période de programmation; rappelle la valeur ajoutée de la CTE pour l'intégration européenne et la cohésion territoriale, grâce à la minimisation des effets négatifs des frontières, à l'amélioration de l'efficacité des politiques, à l'amélioration de la qualité de vie, au renforcement de la construction de capacités ainsi qu'à la promotion de la confiance et de la compréhension mutuelle; regrette dès lors la réduction de 3 milliards proposée dans le projet de conclusions du Conseil du 22 novembre ainsi que le retour à l'exigence des 150 km pour une coopération transfrontalière dans le cas des frontières maritimes; se félicite toutefois que le projet de conclusions du Conseil s'aligne sur l'appel du CdR et la position du PE quant à la nécessité d'accroître le taux de cofinancement en le portant à 85 % pour les programmes de CTE;

20. Stresses that only with genuinely integrated multi-level governance among local, regional, national, cross-border and EU public authorities can EU, national and regional policy be efficient and effective; calls on the Commission to evaluate the possibilities of innovation-related territorial cooperation, both national and international, in each cohesion policy objective, and to analyse the possibilities for reinforcing the European territorial cooperation objective with regard to fostering innovation-related cooperation between regions; in parallel with the reinforcement of the Territorial Cooperation Objective (Objective 3), the possibility of developing transnational territorial cooperation actions in the framework of Objective 2 should also be reinforced; notes that such a possibility is now made possible by Article 37(6)(b) of Regulation (EC) No 1083/2006; is of the opinion that, without changing the overall cohesion objectives’ budget, the reinforcement of territorial cooperation should be accompanied by a move towards an increased budget for this extended territorial cooperation;
20. souligne que la politique européenne, nationale et régionale ne sera efficiente et efficace que moyennant une gouvernance véritablement intégrée reposant sur une coopération des pouvoirs publics locaux, régionaux, nationaux, transfrontaliers et européens; appelle la Commission à évaluer les possibilités de coopération territoriale pour l'innovation, au niveau tant national qu'international, dans le cadre de chaque objectif de la politique de cohésion et à analyser les possibilités de consolidation de l'objectif de coopération territoriale européenne pour inciter à la coopération régionale en matière d'innovation; recommande également de renforcer, parallèlement à la consolidation de l'objectif de coopération territoriale (Objectif 3), la possibilité d'élaborer des mesures de coopération territoriale transnationale dans le cadre de l'Objectif 2; note qu'une telle possibilité existe désormais grâce à l'article 37, paragraphe 6, point b), du règlement (CE) n° 1083/2006; est d'avis que le renforcement de la coopération territoriale doit s'accompagner, sans préjudice du budget global consacré aux objectifs de cohésion, d'un accroissement du budget pour cette coopération territoriale élargie;

22. Stresses the strong support it gave in its resolution of 21 February 2008 on the follow-up of the Territorial Agenda and the Leipzig Charter: Towards a European Action Programme for Spatial Development and Territorial Cohesion (2007/2190(INI), for a Community approach to European territorial development; calls on the Commission to push for further progress, carry out the First Action Programme for the implementation of the Territorial Agenda of the EU and complete and fully implement the Natura 2000 requirements;
22. souligne l'appui solide apporté par le Parlement européen dans sa résolution du 21 février 2008 sur le suivi de l'Agenda territorial et de la Charte de Leipzig – Vers un programme d'action européen en faveur du développement spatial et de la cohésion territoriale (2007/2190(INI)) – à une approche communautaire du développement territorial européen; demande à la Commission de promouvoir des progrès supplémentaires, de mettre en œuvre le premier programme d'action pour la mise en œuvre de l'Agenda territorial de l'UE et de finaliser et d'appliquer intégralement les normes Natura 2000;
