IN-CONTEXT TRANSLATIONS

As the procedures necessary for the entry into force of this Arrangement between the European Union and the Republic of Iceland have been completed on 24 March 2014, this Arrangement will enter into force as far as the Republic of Iceland is concerned, in accordance with Article 7 of the Arrangement, on 1 May 2014.

Since the objectives of this Directive, namely the introduction of a special admission procedure, the adoption of conditions on entry and stay for the purpose of seasonal work by third-country nationals and the definition of their rights as seasonal workers, cannot be sufficiently achieved by the Member States but can rather be better achieved at Union level, the Union may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union (TEU), taking account of immigration and employment policies at European and national level.

(5) In its ‘Resolution of 15 December on the situation of fundamental rights in the European Union (2009) - effective implementation after the entry into force of the Treaty of Lisbon’ the European Parliament called on the Commission to devote the 2013 European Year to citizenship in order to give momentum to the debate on Union citizenship and inform Union citizens of their rights, in particular the new rights resulting from the entry into force of the Treaty of Lisbon.

We want the principal competence to remain where it is – with the Member States – and we want the European Union to make rules on matters within its remit, specifically on what provision – such as working visas and appropriate controls – is to be made for the entry of third-country nationals into the European Union, and on what rules should then apply to their freedom of movement within it. That is the present situation, and that is the way it should stay.

This Recommendation is mainly aimed at Community nationals who would like to experience living in a Member State other than their country of origin. It must also be noted that the European Council confirmed at its special meeting in Tampere on 15 and 16 October 1999 that the European Union must ensure equal treatment for third-country nationals who are legally resident in a Member State, and that a more energetic policy on integration should aim to offer them rights and obligations comparable to those of EU citizens. In this respect legally resident third-country nationals who take part in a Community programme such as Socrates, Leonardo da Vinci or the European Voluntary Service, should be allowed to benefit from the acquis communautaire in respect of freedom of movement and equality of treatment. Moreover, in its scoreboard, submitted on 27 March 2000, the Commission undertook to submit an initiative on the entry and residence of third-country nationals for the purpose of study and vocational training.
