Expresses its concern in relation to outsourcing by Commission departments responsible for external actions, especially DG-Aidco; regrets that DG-Aidco has signed contracts for substantial amounts with one of the companies at the centre of the Eurostat scandal outside the normal tendering procedures; stresses that the contracts were concluded by direct agreement despite repeated criticism from the Court of Auditors; regrets that an internal audit report from Eurostat which detected fraud and irregularities involving sums of more than € 3 million did not prevent DG-Aidco from signing a contract with the company in question; concludes that the 'Early Warning Data Base' does not work in practice; asks the IAS to give priority to an analysis of the legality and regularity of contracts concluded and subsidies granted by this department;
61. exprime son inquiétude quant à l'externalisation de tâches pratiquée par les départements de la Commission chargés des actions extérieures, notamment en ce qui concerne la DG AidCo; déplore que la DG AidCo ait signé des contrats portant sur des montants substantiels, en dehors des procédures normales d'appels d'offres, avec l'une des sociétés qui se trouvent au centre du scandale Eurostat; souligne que les contrats ont été conclus par convention directe malgré les critiques répétées de la Cour des comptes; déplore qu'un rapport d'audit interne d'Eurostat, qui révélait des fraudes et des irrégularités portant sur plus de 3 millions d'euros, n'ait pas empêché la DG AidCo de signer un contrat avec la compagnie en question; en conclut que la "base de données d'alerte précoce" ne fonctionne pas dans la pratique; demande que le service d'audit interne donne la priorité à une analyse de la légalité et de la régularité des contrats conclus et des subventions accordées par ce département;

Unfortunately, the Eurostat scandal will hang like a cloud over the Commission until political responsibility for it has been assigned, so we should like to call upon Mr Prodi to dismiss the Commissioner responsible for Eurostat so that the Commission can be given peace to do its work.
Malheureusement, le scandale d’Eurostat continuera à planer au-dessus de la Commission tant que les responsabilités politiques n’auront pas été établies et nous invitons donc M.
