Firstly, the single facility should be continued in that it is an instrument implementing Article 119 of the Treaty which will continue to apply to the Member States which are not part of the eurozone; until they participate in the single currency, these Member States, in a similar way to the new Members of the Community, are liable to encounter problems with their balances of payments and therefore to wish to have recourse to the mechanism under consideration.
Première recommandation : le mécanisme unique devrait être maintenu en tant qu'instrument d'application de l'article 119 du Traité, qui continuera de s'appliquer pour les États membres qui ne font pas partie de la zone euro ; tant qu'ils ne participent pas à la monnaie unique, ces États membres, ainsi que tous les nouveaux membres de la Communauté, peuvent rencontrer des problèmes en ce qui concerne leur balance des paiements et donc souhaiter utiliser le mécanisme en question.
