Calls on the Commission and the Member States, by creating effective monitoring systems, to take supervisory and control measures to improve the collection of data on cases of harassment and discrimination on the grounds of sex, including as regards discrimination related to pregnancy and maternity and other forms of leave; believes that in these cases provision should also be made for a penalty system, but that efforts should be made above all in terms of prevention, to make services accessible to pregnant women or new mothers which can help them balance their pregnancy or maternity with their occupation without being forced to choose between job and family, as still all too often happens; calls on the Commission to include an assessment of the implementation of Article 26 (regarding sexual harassment) in its evaluation report on the implementation of Directive 2006/54/EC;

Calls on the Commission to evaluate in more detail, based on performance, the quality of maritime governance structures at Member State and regional level and to exchange best practices to achieve the IMP objectives; takes the view that integrated and transparent maritime governance ensures optimum planning, creates a wide range of synergies and contributes to the emergence of a European maritime area without barriers;

Emphasizes that procedures and tools for programme implementation should as far as possible be simplified and harmonized in order to facilitate participation in Community research programmes, particularly by SMEs, and to allow for smooth, transparent and timely implementation of the Framework Programme; welcomes in this respect the circulation by the Commission of information bulletins on a regular basis; 4. Draws attention to the important role which may be played in this context by the future Commission communication on Community water policy and the Commission communication of 29 May 1995 on the wise use and conservation of wetlands; 5. Considers that the 3-year demonstration programme announced in the Commission's communication, which will be centred on the crucial role of the use of knowledge and of the functioning of coordination mechanisms, can play an important part in establishing a strategy for the integrated management of coastal zones; 6. Emphasizes that, in order to ensure that the concept of sustainable development is incorporated in policy for coastal zones and that maximum benefit is obtained from the programme, the latter will have to give appropriate consideration to the following needs: - to be based on the most advanced experiments in the integrated management of coastal zones in the countries of the Union; - without prejudice to an overall approach, to take account of the economic, social and environmental diversity of situations of the European coastline; - to take into account the ecological wealth and sensitivity of the coastline; - to create awareness among the numerous players who influence coastal development or are otherwise involved; - to give great importance to the dissemination of the results; - to identify obstacles to the sustainable development of coastal zones; 7. We recommended that they strengthen the partnerships and expand them to the local level; that they create a dedicated unit to provide leadership, or help provide it, and a better ability to manage, particularly to improve the accountability within the strategy; that they do more to train mainstream health and law enforcement community people at the ground level about specialized training in alcohol, tobacco and drug issues; that they improve the cost effectiveness of treatment and prevention in research, having a required minimum amount of evaluation studies for their programming so they do not do things without evidence of effectiveness; that they make new developments more readily available, which involved a suggestion that they create a national clearinghouse much like we have here; that they enhance the involvement and effectiveness of law enforcement, and particularly that they have a lot of harm reduction programs done jointly with health and law enforcement officials; and that they redirect cost-sharing funds from ongoing services to the development of new and innovative programming.
