IN-CONTEXT TRANSLATIONS

On the basis of the reports by Mr Turco (2000 report on the Cohesion Fund) and Ms Scallon (2001 report), Parliament raised the question of the use made of the ex-post evaluation of projects already completed in the new programming phase and the training measures which the Commission could undertake to lay down criteria for ex-ante evaluation which would offer genuine uniformity across the Member States.
Sur la base des rapports présentés par M. Turco (rapport 2000 du Fonds de cohésion) et par Mme Scallon (rapport 2001), le Parlement s'est interrogé sur la question de l'utilisation de l'évaluation ex post des projets déjà achevés pour la nouvelle phase de programmation ainsi que sur les actions de formation que la Commission pourrait lancer, afin de définir des critères d'évaluation ex ante offrant une réelle homogénéité entre États membres.

1. Welcomes the seventh and eighth progress reports, as well as the strategic report 2013, and calls on the Commission – which is now launching the 2007-2013 ex-post evaluation – and the Member States to ensure that the monitoring and evaluation are based on reliable data, to look at the efficiency, effectiveness and impact of operations, and to ensure that the ex-post evaluation is completed by the end of 2015 as stipulated in the former General Regulation, in order for clear lessons to be drawn with a view to the implementation of the new programming period;
1. se félicite des septième et huitième rapports d'étape et du rapport stratégique 2013, et invite la Commission – qui entame à présent l'évaluation ex post de la période 2007-2013 – et les États membres à veiller à ce que le suivi et l'évaluation soient fondés sur des données fiables, à vérifier l'efficience, l'efficacité et l'incidence des interventions, et à veiller à ce que l'évaluation ex post soit achevée pour la fin de 2015, comme le prévoit l'ancien règlement général, de manière à pouvoir tirer des enseignements fructueux aux fins de la nouvelle période de programmation;

348.Acknowledges the ECA's criticism that the existing coordination mechanisms among directorates general implementing the RTD framework programmes were not effective; remains however, at this stage, unconvinced by the idea of creating a "joint evaluation office"; suggests rather that the Directorate General for Research assume more responsibility and a coordinating role; shares the ECA's view that external expert advice should be established at an early stage and remain in place to guarantee a consistent and coherent approach, in particular as evaluations are scheduled for 2008 (ex-post evaluation of the 6th RTD framework programme), for 2009 (factual interim report on the 7th RTD framework programme), for 2010 (mid-term evaluation of the 7th RTD framework programme) and for 2015 (ex-post evaluation of the 7th RTD framework programme);

It monitors and evaluates the programme and must submit to the European Parliament and the Council an annual report on the implementation of the programme, an interim evaluation report (not later than 31 March 2011), a communication on the continuation of the programme (not later than 30 August 2012) and an ex-post evaluation report (not later than 31 December 2014).
La Commission contrôle et évalue le programme et présente ensuite au Parlement européen et au Conseil un bilan annuel de la mise en œuvre du programme, un rapport d'évaluation intermédiaire (au plus tard le 31 mars 2011), une communication sur la poursuite du programme (au plus tard le 30 août 2012) et un rapport d'évaluation du programme terminé (au plus tard le 31 décembre 2014).

8. Recalls that according to Article 15 of the MEDA II Regulation the Commission has, together with the EIB, to produce an overall evaluation report of the assistance already provided to the Mediterranean partners, including the effectiveness of the programmes, evaluate ex post their respective projects and main sectors of intervention and examine progress in implementation, and submit to the Parliament and the Council an annual report, no later than 30 June of the following year; with respect to this obligation, invites the Commission to inform it of the current stage of elaboration of such ex post evaluations by individual projects and sectors, and to transmit these and the latest annual reports to the Parliament and the Council;
8. rappelle que, conformément à l'article 15 du règlement MEDA II, la Commission, en collaboration avec la BEI, présente un rapport d'évaluation globale de l'assistance déjà fournie aux partenaires méditerranéens, y compris sur l'efficacité des programmes, procède à une évaluation ex post de leurs projets respectifs et des principaux secteurs d'intervention et examine les progrès accomplis dans la mise en œuvre, après quoi elle soumet un rapport annuel au Parlement européen et au Conseil, au plus tard le 30 juin de l'année suivante; eu égard à cette obligation, invite la Commission à l'informer, pour chaque projet et chaque secteur, de l'état d'avancement de la réalisation de ces évaluations ex post, et à transmettre au Parlement et au Conseil ces évaluations, accompagnées des derniers rapports annuels;

R. whereas the NGOs making up the CEE Bankwatch Network are alarmed by the lack of transparency in the justifications for the projects supported by the EIB and the lack of public debate concerning their evaluation, both in advance and after the event, and consider that the EIB lacks the will and the staff to evaluate the economic, environmental and social impact of its projects; whereas this last criticism has been confirmed by the recent publication of the initial reports by the EIB's Operations Evaluation department (responsible for carrying out ex-post evaluations), which stress that most of the projects examined lack advance impact assessments and justifications, and even more projects lack ex-post evaluations of the results obtained; whereas, when such evaluation is possible, it all too often reveals that the projects carried out have had no positive impact; whereas consistency with the Union's priority objectives is rarely included explicitly in justifications; whereas many of the projects supported by the EIB would easily have found other sources of funding; whereas, all in all, the 'three pillars' of the COP are hardly complied with,
