Recalling the European Union’s firm opposition to the death penalty, the Council deplores the execution of two Belarusian citizens carried out in March 2010, regrets the recent death sentences in Belarus and continues to urge Belarus to introduce a moratorium on the use of death penalty with a view to its abolition.

Welcomes the abolition of the death penalty in Albania on 25 March 2007 (for all crimes); in Kyrgyzstan on 27 June 2007; in Rwanda on 26 July 2007; in the State of New Jersey (in the United States) on 13 December 2007; and in Uzbekistan on 1 January 2008; expresses its disquiet at the possibility that the death penalty might again start to be enforced in Guatemala; urges the Guatemalan Government, on the contrary, to genuinely commit itself to the universal moratorium on the death penalty; welcomes the decision by China to have all death penalty cases reviewed by the Supreme Court, but remains concerned that China still carries out the greatest number of executions worldwide; condemns the practising of the death penalty in Belarus, which runs counter to European values; condemns the Iranian regime's increasing use of capital punishment; is very concerned that the Iranian regime still sentences to death defendants under the age of 18;

Since November 1996, following the organisation and results of a popular referendum in Belarus which brought the concentration of all powers (executive, legislative, judicial) in the hands of the President and the dilution of the democratically-elected Parliament, as well as the observation of repeated violations of basic freedoms and human rights, relations between the European Union and Belarus have been rather tense.
Depuis novembre 1996, à l'issue d'un référendum qui a concentré tous les pouvoirs (exécutif, législatif et judiciaire) dans les mains du Président et qui a entraîné la dissolution du Parlement démocratiquement élu, de même que des violations répétées des libertés fondamentales et des droits de l'homme, les relations entre l'UE et la Biélorussie sont relativement tendues.

The European Union welcomes the formal undertaking by the Belarus authorities to initiate consultations with all the deputies of the elected 13th Supreme Soviet to establish a proper balance between the functions and duties of the members of the legislative, executive and judicial powers as well as devise mechanisms which would strengthen the respect for human rights and the position of the independent media.
L'Union européenne se félicite de l'engagement officiel pris par les autorités du Belarus d'engager des consultations avec l'ensemble des députés du 13ème Soviet suprême élu pour parvenir à un juste équilibre entre les fonctions et les devoirs des membres des pouvoirs législatif, exécutif et judiciaire ainsi que pour concevoir des mécanismes qui renforceraient le respect des droits de l'homme et la position des médias indépendants.
