A carrier, based on its performance, will be rated as " satisfactory" , as " satisfactory unaudited" , which simply means that the on-road performance of the carrier is good but that there has not been an audit of that carrier's facility, or as " conditional" , which is the rating that would be applied when problems exist with a carrier.
