Definition: Episodic disorders in which both affective and schizophrenic symptoms are prominent but which do not justify a diagnosis of either schizophrenia or depressive or manic episodes. Other conditions in which affective symptoms are superimposed on a pre-existing schizophrenic illness, or co-exist or alternate with persistent delusional disorders of other kinds, are classified under F20-F29. Mood-incongruent psychotic symptoms in affective disorders do not justify a diagnosis of schizoaffective disorder.

Where the EU has no legislative competence and where Treaty objectives are not covered by existing Treaty-based processes, the following methods, which include the open method of coordination, will be used:

Stresses that the existing differentiated integration procedures under the Treaties allow taking a first step in the establishment of a genuine EMU which is fully consistent with the requirements of stronger democratic accountability, increased financial resources and better decision-making capacity and calls on all institutions to proceed swiftly by maximising the possibilities afforded by the existing Treaties and their elements of flexibility and at the same time to prepare for the necessary Treaty changes in order to guarantee legal certainty and democratic legitimacy; reiterates that the option of a new intergovernmental agreement should be excluded;

In the light of the indeterminate delay in the adoption of the Treaty establishing a Constitution for Europe, calls on the Commission to submit a proposal for a framework directive on the basis of the existing Treaty provisions on the internal market (Article 95 of the EC Treaty), laying down at Community level the principles and objectives of SGIs to ensure that they cannot be rendered inoperative by the existing competition rules, and which must then be implemented by Member States in accordance with the distinctive features and requirements existing at national and regional and local level;

This is something on which, if the necessary political will does not filter down to the detailed negotiations, the Commission invites Heads of State and Government to reflect carefully on whether they are taking full advantage of the possibilities of the existing Treaties; on how they will use the improvements offered by Nice; and what future institutional and decision-making changes may be needed in the future Treaty including possible moves away from the unanimity rule in blocked areas.
