In Part I it is emphasised that a Community return policy has to fit in and to complement the existing Community policies on immigration and asylum as described in the relevant Communications from the Commission, whose policy goals are explicitly acknowledged once again.
Dans la première partie, il souligne qu'une politique communautaire en matière de retour doit s'intégrer, tout en les complétant, dans les politiques communautaires existantes sur l'immigration et l'asile, telles qu'elles sont exposées dans les communications correspondantes de la Commission, et réaffirme leurs objectifs.
