8.1 Notwithstanding section 7, subsection 8(1) and any regulation made pursuant to section 12 that is not compatible with the purpose of this section, where a certain type of steel or a product made of steel is included on the Export Control List or the Import Control List solely for the purpose described in subsection 5.1(1), the Minister shall issue to any resident of Canada applying therefor a permit to export or import, as the case may be, that type of steel or that product, subject only to compliance with and the application of such regulations made pursuant to section 12 as it is reasonably necessary to comply with or apply in order to achieve that purpose.
8.1 Malgré l’article 7, le paragraphe 8(1) et tout règlement d’application de l’article 12 incompatible avec l’objet du présent article, le ministre délivre à tout résident du Canada qui en fait la demande une licence pour l’exportation ou l’importation d’un acier ou d’un produit figurant sur la liste des marchandises d’exportation contrôlée ou sur celle des marchandises d’importation contrôlée aux seules fins visées au paragraphe 5.1(1), sous la seule réserve de l’observation des règlements d’application de l’article 12 qui sont nécessaires à ces fins.

56 (1) For the purposes of preventing the spread of pests, no person shall export from Canada any thing referred to in section 7000 of the schedule to the Export Control List or any thing that is infested with a thing referred to in that section, unless prior to export the person has obtained an export permit referred to in section 7 of the Export and Import Permits Act.

The export of goods not specified in the Export Control List (Annex AL) shall require a licence if the exporter has been informed by the Federal Office of Economics and Export Control (BAFA) that the goods are or may be intended, in their entirety or part, for the setting-up, operation, or incorporation into a plant for nuclear purposes within the meaning of Category O of Part I, Section C of the Export Control List (Annex AL) and if the purchasing country or country of destination is Algeria, India, Iraq, Iran, Israel, Jordan, Libya, North Korea, Pakistan or Syria.
L'exportation de biens ne figurant pas sur la liste de contrôle des exportations (annexe AL) est subordonnée à l'obtention d'une licence d'exportation si l'exportateur a été informé par le Bundesamt für Wirtschaft und Ausfuhrkontrolle (BAFA, office fédéral de l'économie et du contrôle des exportations) que ces biens sont, en totalité ou en partie, destinés à la mise en place et au fonctionnement d'une installation nucléaire, ou à être implantés dans une telle installation, au sens de la catégorie O, partie I, section C de la liste de contrôle des exportations (annexe AL), ou sont susceptibles de l'être et que le pays acquéreur ou destinataire est l'Algérie, la Corée du Nord, l'Inde, l'Iran, l'Iraq, Israël, la Jordanie, la Libye, le Pakistan ou la Syrie.

7(4): The transfer of goods not specified in the Export Control List (Annex AL) shall require a licence if the final destination of the goods is outside the European Union and the transferor has been informed by the Federal Office of Economics and Export Control that the goods are or may be intended, in their entirety or in part, for the setting-up, operation, or incorporation into a plant for nuclear purposes as defined by Section 5d, paragraph 1 AWV, and if the purchasing country or country of destination is Algeria, India, Iran, Iraq, Israel, Jordan, Libya, North Korea, Pakistan or Syria.
7(4): Le transfert de marchandises ne figurant pas sur la liste de contrôle des exportations (annexe AL) est subordonné à l'obtention d'une licence d'exportation si la destination finale des marchandises est extérieure à l'Union européenne et si l'expéditeur a été informé par le Bundesamt für Wirtschaft und Ausfuhrkontrolle (BAFA, office fédéral de l'économie et du contrôle des exportations) que ces marchandises sont ou peuvent être, en totalité ou en partie, destinées à la mise en place et au fonctionnement d'une installation nucléaire, ou à être implantées dans une telle installation, au sens de la section 5d, paragraphe 1 de l'AWV et que le pays acquéreur ou destinataire est l'Algérie, la Corée du Nord, l'Inde, l'Iran, l'Iraq, Israël, la Jordanie, la Libye, le Pakistan ou la Syrie.

7(3): The transfer of goods not specified in the Export Control List (Annex AL) shall require a licence if the final destination of the goods is outside the European Union and if the transferor has been informed by the Federal Office of Economics and Export Control (Bundesamt für Wirtschaft und Ausfuhrkontrolle; BAFA) that the goods are or may be intended, in their entirety or in part, for a military end-use as defined by Section 5c, paragraph 1,sentence 2, and the purchasing country or country of destination is a country on Country List K or a country under embargo as defined by Article 4 paragraph 2 of the Regulation (EC) No 1334/2000.
7(3): Le transfert de biens qui ne sont pas spécifiés dans la liste de contrôle des exportations (annexe AL) est subordonné à l'obtention d'une licence si la destination finale des biens est extérieure à l'Union européenne et si l'expéditeur a été informé par le BAFA (Bundesamt für Wirtschaft und Ausfuhrkontrolle, Office fédéral de l'économie et du contrôle des exportations) que les biens sont ou peuvent être destinés, en totalité ou en partie, à une utilisation finale militaire au sens de la section 5c, paragraphe 1, deuxième phrase et que le pays acquéreur ou le pays de destination est un pays figurant sur la liste K de pays ou un pays sous embargo tel que défini par l'article 4, paragraphe 2, du règlement (CE) no 1334.2000.

use of production-, test- or analytical equipment and components therefor, for the development, production or maintenance of goods specified in Part I, Section A of the Export Control List (Annex AL); or
