6. Welcomes the conclusions of the extraordinary Foreign Affairs Council of 20 February 2014, and in particular the decision to introduce targeted sanctions, including an asset freeze and a visa ban for those responsible for human rights violations, violence and the use of excessive force, as well as to suspend export licences for equipment that might be used for internal repression; urges the Member States to implement their own anti‑money-laundering legislation so as to reduce the outflow of illicit money from Ukraine;

For the first three months of the marketing year, the refund applicable to exports of malt, either in storage at the end of the previous marketing year or made from barley that was in stock at that time, shall be that which would have applied, in respect of the export licence in question, to exports made during the last month of the preceding marketing year.

Another striking feature is that very few applications for export licences have been rejected on the grounds that no proof of the legality of their transfer from another Member State has been forthcoming ; only the Netherlands and United Kingdom have rejected export licence applications on these grounds.
De même, on remarquera le très faible nombre d'autorisations d'exportation refusées au motif que la preuve de la licéité de leur transfert depuis un autre Etat membre n'a pas été apportée; seuls les Pays-Bas et le Royaume-Uni ont ainsi rejeté la demande d'autorisation d'exportation présentée.

It should also be pointed out that more than two-thirds of the export licences were issued in the United Kingdom ; even though this figure is not in any way a true reflection of the reality - since the data from this country includes all types of authorisations and licences and not only those issued pursuant to the Regulation - the commercial aspect plays an important role.
On peut en outre remarquer que plus des deux tiers des autorisations d'exportation ont été délivrés au Royaume-Uni ; même si ce chiffre ne reflète nullement la réalité, puisque les données de ce pays incluent toute sorte d'autorisations ou licences et non pas uniquement celles délivrées en application du règlement, l'élément commercial joue un rôle important à ce sujet.

The export licence is granted, at the request of the interested party, by the competent authority of the Member State in which the object to be exported is located, even if it originates from another Member State, provided that it was lawfully dispatched from that Member State.
L'autorisation d'exportation est octroyée, sur demande de l'intéressé, par l'autorité compétente de l'Etat membre où le bien à exporter se trouve, même s'il provient d'un autre Etat membre, à condition qu'il soit sorti de celui-ci de manière légale.
