Mr. Speaker, this bill continues our plans for supporting growth and long-term prosperity by strengthening Canada's intellectual property regime to promote job creation and to improve conditions for business investment and access to international markets while reducing costs and red tape by making the tax system simpler and fairer for farming and fishing businesses, and by extending the existing tax credit for interest paid on government-sponsored student loans to interest paid on Canada apprentice loans.

Furthermore if we look at the auditor general's report and accept the fact that close to half the loans which are administered through the program are given to businesses that would have received financing anyway, if the inefficiencies of the program were addressed, the $1.3 billion liability which remains could be doubled as opposed to extending a further $1 billion as proposed by the Minister of Finance under the current system of inefficiencies which would only in effect extend $.5 billion to businesses which really need it.

We also need to take advantage of all possible instruments, such as loans from the EIB, in order to extend our educational systems so as to create a modern and efficient educational system.

Mr. Preston Manning (Calgary Southwest, Ref) moved: That, in the opinion of this House, the government should consider the advisability of amending the Canada Student Financial Assistance Act to include an income contingent loan repayment system in order to: (a) reduce the cost to taxpayers of financing post-secondary education by reducing the number and dollar amounts of loans defaulted upon, by charging accumulated interest, rather than simple interest on defaulted loans, and by reducing the number and dollar amounts of collection fees for defaulted loans; (b) allow post-secondary students greater flexibility and fairness in financing their education through extended loan repayment period based on a fixed percentage of individual income; (c) ensure that post-secondary institutions in Canada receive the funding necessary to maintain the high quality of services they presently provide.
M. The new range of proposed actions calls for a set of new more flexible and better adapted procedures some of which are already identified: - Joint Undertakings, extending to the EEC Treaty the system laid down under the Euratom Treaty (ex. JET); - supplementary programmes, extending to the EEC Treaty an instrument already existing under the Euratom Treaty and effectively enabling variable geometry participation; - supported concerted action involving support from the Community budget amounting to 10-20% of the costs of the action; - integrated actions covering all of the activities developed in a given research sector by the Member States; - minority participation by the Community in national and multinational actions or projects; - innovation loans (ex. NIC IV); - certain facilities emanating from new Commission initiatives in financial engineering.
