In addition, in its replies to the questionnaire drawn up by the Committee on Budgetary Control concerning the 2001 discharge - Section III, under point 3, Externalisation of administrative tasks (in particular questions 3.1 to 3.10, pp. 16 et seq.), the Commission provides outline answers on the issue of the cost/benefit analysis of the externalisation of administrative tasks, the dismantling of the TAOs, the subsidies for the 'agencies' granted from the Community budget in the financial years 1997-2001, the criteria to be employed in identifying tasks suitable for externalisation, decisions concerning the externalisation of Eurostat's tasks, etc.

We would like these externalised tasks to be really externalised, because they are of a temporary nature and because they require the use of temporary or specialist staff, but we do not want them to be externalised simply because they would cost less because they would be using less well paid and less qualified staff.
