The committee's exercise of the functions entrusted to it must, according to its brief, be carried 'without prejudice to the jurisdiction of the Community and national courts'. It is therefore out of the question for it directly to bring criminal charges or to claim the existence of extra-contractual responsibility, since these obviously fall within the sphere of competence of the relevant legal bodies.
