Today's announcement is the latest in a significant number of EU-led actions in response to the crisis, notably: the EU co-hosted donors' conference, which took place in Geneva in October, at which the European Union pledged the leading amount of new funding, and together the EU and its Member States pledged almost half of the overall amount; the EU's initiative to lead the resolution at the United Nations Human Rights Council to establish an independent, international Fact-Finding Mission for the situation in Northern Rakhine State, and then to extend its mandate; as well as several high-level visits to Bangladesh and Myanmar, which enabled direct contacts with the authorities, both by High Representative/Vice-President Mogherini and the European Commissioner for Humanitarian Aid and Crisis Response, Christos Stylianides.

First Vice-President Timmermans has been entrusted by President Juncker with responsibility for the EU's Rule of Law Mechanism (see below) and with upholding the respect for the rule of law. The Commission's intention is to clarify the facts, in consultation with the Polish Government.

First Vice-President Timmermans met the EU social partners ahead of the adoption of the Better Regulation package. Vice-President Katainen organised a discussion on the Investment Plan. Vice-President Ansip met with the EU social partners and invited them to include the Digital Single Market in their dialogue at EU level. Vice-President Sefčovič met twice with EU social partners to discuss the Energy Union and how the social partners can contribute to accommodating the impact of the energy transition, which will require among others retraining or up-skilling of employees in certain sectors. In the field of trade policy, the Commission is committed to enhancing consultation of social partners on the possible impacts of trade and investment on jobs, in particular, in the framework of Sustainability Impact Assessments.

Welcomes the peace plan proposed by President Poroshenko as a major opportunity for de-escalation of the situation in east Ukraine and for strengthening the unity of the country; fully supports the work of the Trilateral Contact Group and the OSCE Special Monitoring Mission in Ukraine, and commends the efforts of individual EU Member States to secure a negotiated settlement of the crisis; regrets, however, the fact that the EU, through its High Representative for Foreign Affairs and Security Policy / Vice-President of the European Commission, has no prominent role in the process; expects that the new President of the Commission will work in tandem with the future HR/VP to redress this unfortunate situation and that individual EU Member States will contribute to strengthening the EU’s immediate response and long-term commitment;

The charges brought by the local public prosecutor alleged that Mr Patriciello, who ‘at the time of the facts was Vice-President and Councillor of the Molise Region’ and ‘an influential, powerful point of reference and political “backer”, as well as the true ‘proprietor’ and creator of Neuromed – a moral and financial point of reference’, played a part in the aforementioned offences together with the then chair and the then managing director of Neuromed - Mediterranean Neurological Institute, the then legal representative of the 'Paola Pavone' Foundation, the then Director-General of the Department of Health and Social Security Policies of the Molise Region and the then Director-General of the Campobasso Health Authority.

18. Urges the EU to pro-actively contribute and support, at the upcoming HRC session, a resolution relating to the report on follow-up of the committee of independent experts to the international Fact-Finding mission on the Gaza conflict in order to ensure accountability for the violations of international law and support a referral to the GA and to International Justice mechanisms in case of Israel and Palestinian parties have failed to comply with their obligation to carry out investigations according to international standards; further calls on the Vice-President of the Commission/ High Representative of the Union for Foreign Affairs and Security Policy to actively monitor compliance with the findings of the “Follow-up to the report of the international fact-finding mission on the incident of the humanitarian flotilla”, ensuring principles of accountability and liability are upheld; insists on the need for coherence between the EU human rights policy and the EU external action at all levels; underlines in this respect that human rights aspects have to be first discussed within the EU-Israel Association Council; is particularly concerned by the fact that the conclusions of the EU-Israel Association Council of 21 February 2011 does not reflect the EU position on this matter;
18. presse l'Union de prendre des initiatives, lors de la prochaine session du CDH, afin d'apporter sa contribution à une résolution relative au rapport sur la suite donnée par le comité d'experts indépendants à la mission d'enquête sur le conflit à Gaza et de la soutenir afin d'établir les responsabilités pour les violations du droit international et d'appuyer une saisine de l'AGNU et des mécanismes de justice internationale dans l'éventualité où les parties israélienne et palestinienne ne se seraient pas conformées à leur obligation de mener des enquêtes, conformément aux normes internationales; invite en outre la vice-présidente de la Commission et haute représentante de l'Union pour les affaires étrangères et la politique de sécurité à contrôler activement le respect des constatations faites dans le cadre de la "suite donnée au rapport de la mission internationale d'établissement des faits concernant l'incident de la flottille humanitaire", en garantissant le respect de l'obligation de rendre des comptes et du principe de responsabilité; insiste sur la nécessité de cohérence entre la politique de l'Union en matière de droits de l'homme et son action extérieure à tous les niveaux; souligne à cet égard que les questions liées aux droits de l'homme doivent en premier lieu être débattues au sein du conseil d'association UE‑Israël; se déclare particulièrement préoccupé par le fait que les conclusions formulées le 21 février 2011 par le conseil d'association UE‑Israël ne reflètent pas la position de l'Union en la matière;

45. Deplores the fact that the resolution tabled by the EU to the UN General Assembly in September 2010 with the target to reinforce its ‘status’ in order to be coherent with the new institutional arrangements due to the Lisbon Treaty has been postponed; this enhanced status would give the EU the possibility to be represented by a stable person (the President of the European Council and/or the Vice-President of the Commission/ High Representative of the Union for Foreign Affairs and Security Policy), to speak with one voice and would raise the visibility and influence of the EU as a global actor; insists on the need to continue efforts made by the EEAS ‘special task force’ to promote the adoption of the resolution in close cooperation with the EU members states;
45. déplore le fait que la résolution, déposée par l'Union à l'AGNU en septembre 2010 visant à renforcer son "statut" afin que celui-ci soit cohérent avec les nouvelles dispositions institutionnelles découlant du traité de Lisbonne, ait été reportée; estime que ce statut renforcé donnerait à l'Union la possibilité d'être représentée par une personne de manière constante (le président du Conseil européen et/ou la vice‑présidente de la Commission et haute représentante de l'Union pour les affaires étrangères et la politique de sécurité) et de s'exprimer d'une seule voix, et renforcerait sa visibilité et son influence en tant qu'acteur mondial; insiste sur lа nécessité de poursuivre, en coopération étroite avec les États membres, les efforts consentis par le groupe de travail spécial du SEAE pour promouvoir l'adoption d'une résolution;

– (DE) Mr President, Commission Vice-President, President-in-Office of the Council, a word of praise first of all to the French Council Presidency for the fact that we are discussing these subjects together, as they illustrate the balance of the challenge: overcoming a major challenge – terrorism – on the one hand, and data protection on the other. It is a shame that the President-in-Office cannot be present for the whole time.
