I, as I am sure are some of the Bloc members, am very concerned with respect to the jurisdictional question of the federal government becoming involved directly with municipal governments, whereas that, by our constitutional setup, is one that municipalities deal with the provincial governments.

Mr. Van Mulligen: When I see the federal government now proposing to assist municipalities — in a flow-through arrangement with the provinces, but nevertheless federal dollars flowing to municipalities — when we see the federal government becoming involved in the provision of scholarships in the post-secondary area, when we see the federal government also intruding in other ways in post-secondary education, it raises the question of why do the provinces not have the fiscal capacity to deal with these areas that are part of their jurisdiction?
