It does really irk me that we have to go off our own agenda and onto the federal government's agenda of putting all of this stuff in place simply to meet the federal government's requirements because they perceive some problems with accountability and transparency.
Cela me contrarie vraiment qu'il nous faille abandonner notre propre programme et adhérer à celui du gouvernement fédéral pour mettre toutes ces choses en place tout simplement pour satisfaire les exigences du gouvernement fédéral qui aurait relevé certains problèmes de reddition de comptes et de transparence.

Calls upon the Government of the Russian Federation, in line with its international commitments, to fully investigate all cases of abuse or intimidation of NGOs and individual human rights activists, in particular those monitoring the human rights situation in Chechnya; calls, in this regard, on the Council to pay particular attention to the protection of these people in compliance with the EU Guidelines on Human Rights Defenders adopted in June 2004 and to put the matter at the top of the agenda of the EU-Russia Consultation on Human Rights;
6. invite le gouvernement de la Fédération de Russie à mener des enquêtes rigoureuses, dans le respect de ses engagements internationaux, sur tous les cas de mauvais traitements ou d'intimidation à l'encontre d'ONG et de défenseurs individuels des droits de l'homme, en particulier ceux qui couvrent la situation des droits de l'homme en Tchétchénie; demande, à cet égard, au Conseil d'accorder une attention particulière à la protection de ces personnes, conformément aux orientations de l'UE concernant les défenseurs des droits de l'homme, adoptées en juin 2004, et d'inscrire cette question en tête de l'ordre du jour de la consultation UE-Russie sur les droits de l'homme;

7. Calls on the Council and Commission to fully involve the Russian Federation in this process of securing stability through political negotiations and calls on the Government of the Russian Federation to refrain from any action which might endanger this process; calls on the Council and Commission to include the issue of Georgia's territorial integrity in the agenda for the dialogue with Russia within the framework of the Partnership and Cooperation Agreement;
7. demande au Conseil et à la Commission d'associer pleinement la Fédération de Russie à ce processus de garantie de la stabilité sur la base de négociations politiques et invite le gouvernement de la Fédération de Russie à s'abstenir de toute action susceptible de compromettre ce processus; prie le Conseil et la Commission d'inscrire la question de l'intégrité territoriale de la Géorgie à l'ordre du jour du dialogue conduit avec la Russie dans le cadre de l'accord de partenariat et de coopération;
