Stéphane Dion: With regard to shoreline erosion: (a) what are all the studies undertaken, ordered or consulted by the government since 2000 to study or take under advisement the problem of eroding shorelines along the St Lawrence River; (b) for each of the studies referred to in (a), (i) who ordered it, (ii) who carried it out, (iii) when was it ordered and when was it delivered, (iv) what stakeholders, e.g., mayors, regional groups of elected officials, companies, lobbyists, etc., were consulted during its preparation, (v) to whom was it submitted; (c) for each of the studies referred to in (a), (i) what suggestions and recommendations were made in it, (ii) which of these suggestions and recommendations have been adopted by the government, (iii) what are the government programs dedicated to implementing the suggestions and recommendations identified in point (c)(ii), (iv) which suggestions and recommendations identified in point (c)(i) were rejected and why; (d) since 2006, for each fiscal year and for each riding bordering the St Lawrence, as well as for all ridings affected by shoreline erosion on the East Coast, identifying the federal program from which the funding came and listing the amounts by riding, by year, by program, by riding-and-year, by riding-and-program, by year-and-program and by riding-year and program, where possible, (i) how much did the federal government spend in that riding during the given year on the suggestions and recommendations identified in point (c)(ii), (ii) how much in total did the federal government spend in that riding during the given year to combat shoreline erosion; (e) how does the government explain differences between the answers to points (d)(i) and (d)(ii); (f) what studies are currently underway to enable the government to monitor the problem of the St Lawrence’s eroding shorelines?

That, in the opinion of the House, the government should, as long called for by the Bloc Québécois and now called for by the Member for Beauce, end the so-called federal spending power in the jurisdictions of Quebec and the provinces, eliminate the federal programs that violate the division of powers, and transfer tax points to the provinces by: a) eliminating all federal spending in the jurisdictions of Quebec and the provinces, unless express authorization is given by Quebec or the province; b) providing a systematic right to opt out with full financial compensation and without condition of all existing and future programs, whether co-funded or not, that intrude into jurisdictions of Quebec and the provinces; c) transferring, at the request of Quebec or a province, fiscal room in the form of tax points and/or GST to replace the amounts that the province would otherwise have received under the Canada Health Transfer, federal programs in its areas of jurisdiction and the transfer for social programs and postsecondary education indexed to 1994-1995 levels.

87.Calls for the Commission to have, from the start of the next programming period, greater responsibility for the improvement of national administrative procedures; considers, in this connection, that there is an urgent need for simplification and clarification of the administration of support programmes, in particular in the area of financial implementation and financial control; takes the view, therefore, that it will be incumbent on the Commission to implement accreditation procedures for national or federal-state administrative and auditing bodies; considers that entitlement to simplified and less frequent reporting should be linked to successful accreditation and a reduction in the error rate;

For the 2007-2013 structural fund programming period, the Commission is not in a position, at this stage, to indicate which programmes will be co-funded by the European regional development fund (FEDER) in the Balearic Islands.

Looks forward to the evaluation of reconstruction needs in the Federal Republic of Yugoslavia which is due to be completed by the World Bank; expects the Commission thereafter to produce an up-to-date, systematic evaluation of the multiannual needs in the whole Balkan region; also expects in this connection a detailed multiannual programming proposal for heading 4 of the financial perspective; considers that support for reconstruction and the establishment of democracy and the rule of law in Serbia is extremely important, but that it must be tied to stringent political conditions and must not diminish the attention accorded to, or encroach upon the resources allocated to, support for other parts of the western Balkans under the CARDS programme;
31. attend avec impatience l'évaluation à laquelle la Banque mondiale doit mettre la dernière main en ce qui concerne les besoins de la République fédérale de Yougoslavie en matière de reconstruction; attend de la Commission qu'elle présente ensuite une évaluation systématique et actualisée des besoins pluriannuels dans la région des Balkans tout entière; attend aussi, à cet égard, une proposition de programmation pluriannuelle détaillée pour la rubrique 4 des perspectives financières; estime que l'aide à la reconstruction ainsi qu'à l'établissement de la démocratie et de l'État de droit en Serbie est extrêmement importante, mais qu'elle doit s'accompagner de conditions politiques strictes et qu'elle ne doit pas pour autant réduire l'attention portée à l'aide accordée dans le cadre du programme CARDS en faveur des autres parties des Balkans occidentaux ni conduire à une diminution des ressources qui y sont affectées;
