On 29 September 2006 the European Community Shipowners’ Associations (ECSA) and the European Transport Workers’ Federation (ETF) informed the Commission of their wish to enter into negotiations in accordance with Article 138(4) of the Treaty.

Ten new Member States will soon be welcomed into the Union, we are in the process of negotiating a new Constitutional Treaty, and we are approaching the end of the European Parliament’s term, as well as the end of the period set by the Treaty of Amsterdam for laying the foundations of an area of freedom, security and justice.
- (PT) Monsieur le Président, Monsieur le Président en exercice du Conseil, Mesdames et Messieurs, le débat annuel d’aujourd’hui se distingue de ceux qui ont eu lieu les autres années, car il se situe à un moment historique: l’Union accueillera prochainement dix nouveaux États membres, nous sommes en train de négocier un nouveau traité constitutionnel et nous approchons de la fin de la législature du Parlement européen ainsi que de la fin de la période définie par le traité d’Amsterdam pour établir les bases d’un espace de liberté, de sécurité et de justice.
