For a transitional period until 31 January 2012, consignments of rendered fats not intended for human consumption to be used for certain purposes outside the feed chain which are accompanied by a health certificate which has been signed and completed in accordance with the model set out in Chapter 10(B) of Annex XV to Regulation (EU) No 142/2011 before the date of entry into force of this Regulation, shall continue to be accepted for importation into the Union, provided that such certificates were completed and signed before 30 November 2011.

For the purpose of enabling the feed manufacturer to manage the above mentioned unavoidable carry-over, a carry-over rate of approximately 3 % compared to the authorised maximum content should be considered as regards feed for less sensitive non-target animal species, while a carry-over rate of approximately 1 % compared to the authorised maximum content should be retained for feed intended to sensitive non-target animal species and ‘withdrawal feed’, i.e. feed used for the period before slaughter.

(4) A derogation from Regulation (EC) No 2316/1999 should therefore be introduced whereby the affected regions may allow arable crop set-aside land to be used for animal feed purposes before expiry of the set-aside period, while introducing measures to disallow any lucrative utilisation of such land.
(4) Il convient donc de déroger au règlement (CE) n° 2316/1999 en autorisant, dans les régions concernées, l'utilisation des terres gelées pour des cultures arables aux fins d'alimentation du cheptel avant l'expiration de la période de gel des terres, tout en prévoyant des mesures visant à assurer le respect du caractère non lucratif de l'utilisation de ces terres.

(19) Whereas Decision 96/362/EC laid down certain preconditions which had to be met before the United Kingdom could dispatch from its territory gelatin made from raw materials from bovine animals; whereas those preconditions have not been fulfilled and such dispatch has not been authorised; whereas, however, in order to regularise the situation, pending further scientific knowledge and advice, it is appropriate to withdraw the possibility of dispatch of gelatin made from raw materials from bovine animals slaughtered in the United Kingdom for human food, animal feed, cosmetics pharmaceutical and medical purposes; whereas that is in conformity with the advice from the Multidisciplinary Scientific Committee of 3 April 1997, according to which no production can be considered safe if the base material used for gelatin production is potentially infectious;
(19) considérant que la décision 96/362/CE fixe certaines conditions préalables à toute expédition par le Royaume-Uni, à partir de son territoire, de gélatine fabriquée à partir de matières premières provenant de bovins; que lesdites conditions préalables n'ont pas été remplies et que les expéditions n'ont pas été autorisées; que, toutefois, pour régulariser la situation, dans l'attente de nouvelles connaissances et avis scientifiques, il convient d'annuler la possibilité d'expédier de la gélatine fabriquée à partir de matières premières provenant de bovins abattus au Royaume-Uni aux fins de l'alimentation humaine ou animale ou d'un usage cosmétique, pharmaceutique ou médical; que cette mesure est conforme à l'avis du comité scientifique multidisciplinaire du 3 avril 1997, selon lequel aucune production ne peut être considérée comme sûre si le matériel de base employé pour la production de gélatine est potentiellement infectieux;
