IN-CONTEXT TRANSLATIONS

In this context I should like to highlight some of the changes taken up by the rapporteur and approved by the Committee on Agriculture and Rural Development concerning the regions that I know best, the Azores and Madeira. For instance: the eligibility of traditional varieties for the purposes of vineyard restructuring, including premiums for the grubbing-up of those varieties; maintenance of the supplement to the special premium for the fattening of bovine animals, so as to encourage farmers who have no more milk quota to change over to beef and ensure that the added value of fattening does not leave the region in the form of very young cattle for export; the flexibility of granting aid for the marketing of plants and flowers without the need to draw up annual contracts with producers’ organisations, which would be impossible in view of the inadequate organisation of agriculture in these regions; the extension of aid to the marketing of potatoes for human consumption; the increase in production rights and premiums for strategic productions, such as suckler cows, bovine animals for fattening, or sugar beet; improvement of the special supply arrangement with the inclusion of certain raw materials essential for the competitiveness of the compound feedingstuff production sector and consequently for the livestock sector.
Dans ce contexte, je voudrais souligner certains amendements retenus par le rapporteur et approuvés par la commission de l'agriculture, notamment en ce qui concerne les Açores et Madère, que je connais le mieux, comme par exemple : l'éligibilité des cépages traditionnels en vue de la restructuration viticole, y compris les primes d'arrachage de ces variétés ; le maintien du complément à la prime spéciale pour l'engraissement des bovins, de manière à motiver les éleveurs qui n'ont plus de quota laitier à se reconvertir dans la production de viande et assurer que les plus-values à l'engraissement ne sortent pas de la région sous forme d'exportation de bovins très jeunes ; la souplesse de l'attribution des aides à la commercialisation de plantes et fleurs sans devoir passer des contrats de campagne avec les organisations de producteurs, ce qui s'avérerait impossible vu le degré d'organisation insuffisante de l'agriculture dans ces régions ; l'élargissement des aides à la commercialisation de la pomme de terre de consommation ; l'augmentation des droits de production et de primes pour les productions stratégiques, comme les vaches allaitantes, l'engraissement des bovins ou la betterave sucrière ; l'amélioration du régime spécial d'approvisionnement avec l'inclusion de certaines matières premières fondamentales pour la compétitivité du secteur de la fabrication d'aliments composés pour animaux et par conséquent pour le secteur de l'élevage.

Calls upon the Commission to prepare a proposal obliging Member States to report annually to the Commission and Parliament the outcome of enforcement of all relevant EU legislation concerning the beef sector and animal nutrition and inspection, especially the total number, frequency and place of hygiene inspections in feedingstuff production and the beef sector;

“Whereas rules must be laid down for the organisation of official inspections of feedingstuffs in view of the very wide range of products used, the large volume of consignments of goods commercially traded, the integrated structure of the sector and, in particular, the need to ensure both the wholesomeness and the quality of the feedingstuff and of the food; ”
"(3) Il est nécessaire de réglementer l'organisation des contrôles officiels des aliments des animaux en raison de la nature très diverse des produits utilisés, du volume très important des lots de marchandises faisant l'objet des échanges commerciaux, de la structure intégrée du secteur et, en particulier, de la nécessité de garantir à la fois la salubrité et la qualité de l'aliment qui sera consommé par les animaux et de la denrée alimentaire”.

The sectoral legislation currently being drafted, in particular for animal feedingstuffs, seeds and pesticides, will extend mandatory labelling and reduce the gap between products covered and those not covered by mandatory labelling.
La législation sectorielle en projet, notamment pour les aliments pour animaux, pour les semences et pour les pesticides, étendra l'obligation et d'étiqueter et réduira l'intervalle entre les produits couverts et non couverts par une obligation d'étiquetage.

For biotechnological products that may contain GMOs or GMO derivatives sectoral legislation has been adopted (Regulation 97/258/EC of the European Parliament and the Council on novel foods) or will be proposed shortly (animal feedingstuffs and seeds).
Pour les produits biotechnologiques pouvant contenir des OGM ou dérivés d'OGM, des législations sectorielles ont été adoptées (règlement du Parlement européen et du Conseil 97/258/CE sur les "novel foods") ou vont être proposées prochainement (aliments pour animaux et semences).

(24) Whereas feed materials containing levels of undesirable substances and products higher than those indicated for straight feedingstuffs in Annex I to Directive 74/63/EEC should be supplied only to compound feed manufacturers approved in accordance with the provisions of Council Directive 95/69/EC of 22 December 1995 laying down the conditions and arrangements for approving and registering certain establishments and intermediaries operating in the animal feed sector (7); whereas this should be stated on compulsory specific labelling indicating the intended use of the product; whereas these undesirable substances and products should be included on the list of Part B of Annex II to Directive 74/63/EEC, with certain exceptions relating to aflatoxin, cadmium and arsenic and feed materials containing these substances, which are already listed in Annex II, Part A to Directive 74/63/EEC;
(24) considérant que les matières premières pour aliments des animaux qui ont une teneur en substances et produits indésirables supérieure à la teneur indiquée, pour les aliments simples pour animaux, dans l'annexe I de la directive 74/63/CEE, ne devraient être livrées qu'aux fabricants agréés d'aliments composés des animaux conformément aux dispositions de la directive 95/69/CE du Conseil, du 22 décembre 1995, établissant les conditions et modalités applicables à l'agrément et à l'enregistrement de certains établissements et intermédiaires dans le secteur de l'alimentation animale (7); que cela devrait être précisé à l'aide d'un étiquetage spécifique, obligatoire, indiquant la destination du produit; que ces substances et produits indésirables doivent figurer dans la liste donnée dans l'annexe II partie B de la directive 74/63/CEE, avec certaines exceptions concernant l'aflatoxine, le cadmium, l'arsenic et les matières premières pour aliments des animaux contenant ces substances, qui sont déjà reprises à l'annexe II partie A de la directive 74/63/CEE;

The Council adopted a number of amendments aiming at ensuring legal consistency (of, among others, implementing dates and cross references) to Directives 70/524/EEC concerning additives in feedingstuffs, 82/471/EEC concerning certain products used in animal nutrition, 95/53/EC fixing the principles governing the organisation of official inspections in the field of animal nutrition and 95/69/EC laying down the conditions and arrangements for approving and registering certain establishments and intermediaries operating in the animal feed sector.
Le Conseil a adopté un certain nombre de modifications visant à assurer la cohérence juridique (entre autres des dates de mise en oeuvre et des références croisées) des directives 70/524/CEE concernant les additifs dans l'alimentation des animaux, 82/471/CEE concernant certains produits utilisés dans l'alimentation des animaux, 95/53/CE fixant les principes relatifs à l'organisation des contrôles officiels dans le domaine de l'alimentation animale et 95/69/CE établissant les conditions et modalités applicables à l'agrément et à l'enregistrement de certains établissements et intermédiaires dans le secteur de l'alimentation animale.
