As you know, at one point, the slogan in the street was: " Who is killing whom in Algeria?" I just want to remind our fellow parliamentarians that we did receive a number of parliamentary delegations, including a Canadian delegation, as I mentioned earlier, but given the special political relationship we have maintained with our European partners, we had ongoing contact and lengthy working sessions with them, which, while difficult initially, resulted in great clarity and serenity, as we were able to see the problem in very clear terms.

We have first a suggestion from Mr. Julian, and I've gone to the department and they are in accord, and that is they feel that even though the European Parliament is meeting in Strasbourg and we will have the benefit of meeting fellow parliamentarians in Strasbourg, there are sufficient ongoing officials in Brussels that we should also attend in Brussels.

Believes that, in order for the European Parliament participants to best support and advance the EU's negotiating position, they need to develop, in advance and in cooperation with the other participants in the EU delegation, a strategy for their approaches to fellow parliamentarians; considers that, for the European Parliament participants to be most effective in this task, they need to be fully involved in the EU delegation, in particular by attending the EU coordination meetings;

Notes that the EU delegation will have a key role to play at the Bonn Conference, and believes that the European Parliament members of the delegation will have a valuable complementary role to play, notably in working with fellow parliamentarians from other countries, especially in view of the broad support right across the political spectrum for the EU's negotiating position;
